Job Announcement Deputy Chief Financial Officer

The Deputy Chief Financial Officer (Deputy CFO) supports the Chief Financial Officer in overseeing the fiscal functions of the International Corporation in accordance with generally accepted accounting principles (GAAP) issued by the Financial Accounting Standards Board (and/or those of other regulatory and/or advisory organizations), as well as all applicable federal government grant requirements. The Deputy CFO assists in the management of corporate financial operations, reporting, budgeting, compliance, and internal controls, with a focus on operational efficiency and strategic alignment with the organization's global mission. Essential Duties and Responsibilities:

The following tasks are considered essential functions of this position; reasonable accommodation may be provided to enable individuals with disabilities to perform these tasks: Assists the CFO in planning, organizing, implementing, and evaluating the financial activities and performance of the organization worldwide. Prepares and analyzes financial reports, statements and variance reports for USAGM and executive leadership to support timely decision-making. Oversees day-to-day financial operations and serves as primary on-site financial leader. Collaborates with the CFO to maintain and update corporate financial policies and procedures, ensuring consistency and compliance with federal and international requirements. Ensures strict compliance with 2 CFR 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. Manages federal grant financial reporting requirements, including Federal Financial Reports (FFR) and other USAGM-mandated documentation. Leads budget development, monitoring, and variance analysis. Coordinates with external auditors for annual single audits required under 2 CFR 200.501; ensures timely submission to Federal Audit Clearinghouse. Oversees accounts payable, receivable, payroll, and general ledger functions with emphasis on allowable cost determination; supervises team leaders in Accounting, Payroll, and AP. Implements and maintains internal controls to ensure compliance with federal cost principles and prevent questioned costs. Leads financial aspects of procurement processes to ensure compliance with federal acquisition requirements. Contributes to the development and implementation of automated financial systems to improve operational efficiency. Provides support to departmental managers in understanding and managing their budgets, promoting financial literacy across the organization. Manages banking and financial relationships, in coordination with the CFO, including cash management and forecasting. Helps oversee the preparation of cash flow projections and financial analyses to ensure the corporation maintains sufficient liquidity to support operations, including managing cash flow and draw-down procedures in accordance with federal payment requirements. Serves as Acting CFO in the CFO's absence, providing continuity in leadership and decision-making. Other Duties:

Qualifications and Requirements: Bachelor's degree in accounting, finance, or a related field (required); CPA or MBA (preferred). Minimum of 7-10 years of progressively responsible financial management experience, including supervisory responsibilities. Experience in a federally funded, global nonprofit or grantee organization (strongly preferred). Strong knowledge of and experience with GAAP and federal financial compliance standards. Demonstrated experience in budgeting, financial planning, and strategic financial management. Proficiency in financial systems and software, with experience in automation and process improvement. Excellent analytical, communication, and leadership skills. Ability to manage and prioritize multiple projects in a fast-paced international environment.
