Production Controller (Fleet Management)

This National Guard position is for a Production Controller (Fleet Management) (Title 5), Position Description Number T5799500 and is part of the AR ANG 188 LGR SQ, National Guard. Responsibilities include: Serving as the program manager for the fleet custodial account, vehicle authorization and utilization programs. Preparing and defending base level submission for central appropriated fund procurement of motor vehicles and other budgetary accounts. Determining, coordinating, and ensuring effective fleet utilization; conducting and coordinating vehicle validations, establishing and maintaining mission essential levels (MEL), priority vehicle recall listings, and conducting vehicle rotations. Managing, coordinating, and communicating fleet support, status, and utilization issues with unit commanders, National Guard Bureau, and DoD enterprise wide fleet managers. Reviewing and coordinating on statements of work and performance requirements documents requiring government vehicles. Evaluating vehicular equipment for inclusion in Defense Property Accountability System (DPAS). Performing fleet management and operations analysis, managing the vehicle control program. Screening equipment requirements and obtaining authorizations for vehicles and equipment to meet the unit's mission. Determining required maintenance; preparing and managing records to reflect changes in the status of vehicles and equipment. Maintaining the General Services Administration (GSA) vehicle lease program supporting the unit mission; accounting for vehicles, arranging with contract vendors in the local area for maintenance, services and warranty work; notifying GSA Regional Fleet Manager of status and maintenance actions; providing program oversight, reporting damage and ensuring budgetary funds are programed and available. Determining, coordinating and ensuring timely development of weekly, monthly, and yearly operational and maintenance plans for assigned general and special purpose vehicles and a variety of equipment. Managing, formulating and performing analytical data reviews on a wide range of production indicators to assist in improving productivity or in determining causes of production delays. Performing Materiel Control functions. Managing delayed parts, bench stock and working stock; initiating, monitoring and following up on part requests. Checking, verifying and revalidating all parts requirements. Tracking Non-Mission Capable Status (NMCS) reportable vehicles by the mission capability (MICAP) reporting system. Coordinating all repair cycle asset matters; setting up, inventory, reconciliation and management of supply points; turn in of serviceable and unserviceable assets, management of Due In From Maintenance (DIFM) assets. Participating as OJT Instructor in the Vehicle Management area. Conducting instructional classes on methods and procedures of operation and fleet management. Evaluating effectiveness of instruction, documenting and maintaining individual/section training and qualification records.
