Overview: This position supervises the Regulatory Development Unit within the Planning and Policy Program, focusing on air pollution emission reduction strategies, rule development, and engagement with stakeholders and external entities. The unit supports the division in developing regulatory programs related to air quality and pollution prevention and coordinates rule adoption under Federal and State acts. What You Will Be Doing

This position exists to supervise the work conducted by the Regulatory Development Unit. Specifically, this position serves as the first line supervisor to three full time employees. Assigns tasks, monitors progress and work flow, checks the product for timeliness and soundness, establishes work standards, schedules work, including signing leave requests and approving work hours, and provides input into the second level supervisor's actions. Oversees rule development processes, ensuring emission reduction strategies are identified, translated into rule language and supporting documents, and advocated for before the AQCC. Oversees development of new programs and regulations needed to respond to legislative directives, including coordinating with other programs within the division, units within the department, and external stakeholders. Job Duties: Plan, prioritize, and assign workload, and analyze and monitor workflow to ensure quality, deadlines, and program goals. Establish work schedules, review and approve work time and absences using the automated system. Identify training and developmental needs, and provide training to develop skills. Provide feedback and coaching; write, review, and sign performance plans; evaluate and sign performance evaluations. Resolve employee performance problems, disputes, and informal grievances; issue corrective actions and initiate discipline as needed. Write and review position descriptions, recommend promotions or demotions, changes in pay, and sign personnel action forms. Initiate the hiring process, provide subject matter expertise to OHR during the comparative analysis process, interview applicants, and hire employees after consultation with the second-level appointing authority. Maintain up-to-date knowledge of Department and Statewide policies and procedures. Stakeholder Engagement and Emission Reduction Strategy Development

This position conducts activities under the guidance of the Regulatory Development and Engagement Unit Supervisor, including: Oversees stakeholder engagement on emission reduction strategies and development of regulatory and voluntary initiatives. Oversees rule development processes and advocates for emission reduction strategies for criteria pollutants and air toxics. Oversees development of new programs and regulations to respond to legislative directives. Works with Division staff and external stakeholders to inform rule development, ensuring engagement with impacted communities and subject matter experts. Engages in rulemaking activities to ensure air quality rules comply with state statute and federal requirements, coordinating with other programs for technical analyses. Supports the development of long-term rulemaking schedules. Communication and Partnership Development

This position conducts activities under the guidance of the Unit Supervisor, including: Ensure program communications are accurate, understandable, outcomes-focused, and person-centered. Communicate unit operations with staff, leadership, and department partners; coordinate with department, division, and program meetings; keep management informed of key regulatory and policy efforts. Represent the Unit, Program, Division, and Department in federal, state, local, and community efforts, including workgroups and coalitions. Communicate about air quality issues with diverse stakeholders. Build partnerships with local governments, NGOs, community organizations, RAQC, EPA, and other stakeholders to develop effective air quality regulations. Develop strong oral and written communications tailored to the audience and setting (reports, regulations, guidance, compliance assistance, community communications). Other Duties as Assigned

Attend meetings, serve on task forces or teams, complete projects, and perform other duties as assigned by the supervisor. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

An applicant may meet the minimum qualifications by work experience alone or a combination of education and work experience. MINIMUM QUALIFICATIONS: Experience Only: Nine (9) years in a regulatory and/or policy position related to air quality and/or permitting, compliance, or enforcement. OR Education and Experience: A combination equal to nine (9) years in related education and/or experience in a regulatory and/or policy position related to air quality and/or permitting, compliance, or enforcement. Preferred Qualifications Previous State Service related to the work assigned. Ability to decipher complex regulatory rules and understand implications for air quality in Colorado. Ability to explain air quality regulations and policies clearly to diverse audiences. Ability to build and maintain relationships with colleagues, cross-functional teams, other regulatory agencies, and stakeholders. Ability to manage multiple projects, coordinate activities, manage records, set timelines, and meet deadlines. Conditions of Employment A pre-employment background check will be conducted.
