Communications Analyst (Project/Program Manager II) . This SDA is expected to last

12 months

in duration with the possibility of an extension. The recruitment will also create a pool for future SDA vacancies for up to 12 months for use at the hiring managers discretion. This role provides work experience and training in technical areas such as System Management (administration, design, and development), Emergency Monitoring Digital Services (EMDS), Adobe Creative Suite, Geographic Information Systems (GIS), and other internal communication systems within Bus Operations. Communications Analyst , you will play a central role in connecting Transit Operators and front-line staff to messages that are designed to keep them safe, supported, informed, and included. You’ll implement and maintain comprehensive communications strategies and systems within Bus Operations to support our diverse workforce, including employees without convenient access to King County email accounts and those with varying levels of English proficiency. You will ensure our employees have equal access to internal Agency communications and vital information such as policies, emergency updates, forms, websites, multimedia, digital communications, bulletins, handbooks, and available job opportunities. Responsibilities

Publish bulletins on regular schedules. Develop, edit, and design content to address identified issues.

Design, edit, and publish transit operators' handbooks biannually. Edit and publish policies, procedures, and forms.

Develop and manage websites, SharePoint sites, digital signage system, and digital messaging systems.

Plan project time schedule and implementation; manage and evaluate projects and/or programs.

Act as a technical expert in solving referred issues from less experienced staff.

Perform other duties as assigned.

Minimum Qualifications

Ability to learn and apply new technologies quickly.

Demonstrated strong oral and written communication skills.

Experience communicating technical information to non-technical audiences.

Skill in the use of personal computer programs including MS Word, Excel, Outlook, PowerPoint, SharePoint, Adobe.

Ability to follow King County editorial style guides and branding guidelines in written and graphic communications.

Experience working under pressure, meeting deadlines, organizing work assignments, and setting priorities.

Experience managing and evaluating projects and programs.

Ability to work with a team cooperatively and mentor assistants.

Ability to act in a tactful and diplomatic manner, and work on sensitive issues with diverse groups.

Demonstrated commitment to life-long learning and development.

Highly competitive candidates will also have these qualifications

Demonstrated intermediate skill in using Adobe Creative Suite.

Intermediate experience with SharePoint and SharePoint site administration.

Skill or experience related to publication processes, including print layout, design, proofing, and product delivery.

Demonstrated skill in applying project management principles and practices.

Positive, collaborative, flexible disposition; equally adept at working independently or as part of a team.

Experience working in large agencies and navigating leadership and agency structures.

Knowledge of Metro Transit routes and operational practices.

Skill or experience in planning, organizing, time management, handling competing priorities, and producing quality work within tight timeframes.

Demonstrated strong attention to detail.

Who May Apply This special duty opportunity is open to King County Metro Transit Bus Operator employees only. Special Duty positions are available to King County Career Service (or appointed) employees who are not currently in a probationary period. Must have a valid Driver's License.

Work Location and Schedule This is a hybrid position combining telework with on-site meetings. The main work site is King Street Center, 201 S Jackson St., Seattle, WA 98104. Incumbents may be required to report to the Transit Control Center or other Transit Bases as needed.

The workweek is Monday through Friday, 8:00 am - 5:00 pm. This position is eligible for overtime per FLSA. The role requires on-call rotations from December 2025 through February 2026 to ensure coverage if the Department Operations Center is activated. Ability to travel throughout King County and report on site when transit services are limited is required.

Teleworking Requirement The work will be performed predominantly by teleworking, complemented by onsite work and meetings as needed. King County provides a County-issued laptop. Employees must reside in Washington state and within a reasonable distance to a King County worksite to respond to reporting requirements.

King County has a robust collection of tools and resources to support remote work. The selected candidate will join an innovative team as we transition to the department's hybrid environment.
