Overview
Behavioral Health Data Scientist (Human Services Data Scientist) role at King County, WA. This position sits in the Performance Measurement and Evaluation (PME) unit of the DCHS Director's Office and collaborates with the Behavioral Health and Recovery Division (BHRD) to manage the King County Integrated Care Network (KCICN). The role focuses on providing data-informed insights to support program and policy decisions and to test innovative approaches for the KCICN, which includes 40+ behavioral health organizations and five managed care organizations (MCOs). Responsibilities
Develop performance measures and dashboards by performing SQL queries to extract, clean, and transform data from large administrative databases to produce tables used in performance measures, dashboards, and reports. Serve as a subject matter expert on the technical specifications for key performance metrics and understand program complexities reflected in administrative data. Develop standardized processes using R and Git to produce performance metrics on Tableau dashboards that can be replicated across BHRD work. Perform complex data analyses, identify trends, and construct key performance indicators to inform King County staff about behavioral health program implementation and utilization. Lead collaboration with internal and external partners to design, create, and maintain production of KPIs, reports, dashboards, and trend analyses to improve behavioral health systems. Work with stakeholders to apply a data-driven approach to assess high-level impacts of changes to program delivery models. Findings and Communication
Develop tools to streamline KPIs and automation to highlight performance changes and identify data quality issues. Manipulate, analyze, and interpret data using appropriate statistical methods and tools. Develop and maintain interactive dashboards, charts, reports, and presentations for non-technical audiences, communicating results in an actionable way. Apply a racial equity and social justice lens across projects and products. Present findings in written and verbal formats to audiences with varying technical backgrounds; participate in team and department meetings; respond to data requests. Experience, Qualifications, Knowledge, Skills
3+ years of relevant work experience or an equivalent combination of education and work experience in finance, social sciences, statistics, public health, behavioral health, or related fields with coursework in research methods and statistics. Experience utilizing, managing, and analyzing data from large administrative healthcare databases. Knowledge of equity and social justice principles; understanding of how place, race, and policy/systems inequities affect communities. Extensive expertise with large SQL databases and writing queries (extracting, matching, cleaning, managing, and validating data). Skills with data management, analysis, and visualization tools (SQL, R, SAS, Python, Tableau). Experience conducting statistical analyses and preparing dashboards, reports, and presentations for non-technical audiences. Ability to understand key business processes, financial drivers, and programmatic features in administrative data. Experience with medical or behavioral health claims or encounter data. Strong attention to detail, analytical thinking, and communication skills; ability to work independently and collaboratively. Experience managing complex projects, meeting deadlines. Work schedule: part-time (20-24 hours weekly) Special Duty Assignment or Term-Limited Temporary, anticipated to end 8 months from start date; exempt from FLSA; consistent hours Mon–Fri, 8:00 a.m.–5:00 p.m.; represented by Protec17.
