Review and edit documentation requiring INL/FO Principals’ clearance (e.g., Congressional Notifications, Congressional Budget Justifications, Operational Plans, Interagency Agreements, Bilateral Letters of Agreement, and International Organization Letters of Agreement). Review for completion, accuracy, and adherence to current Department and Bureau policies. Advise the designated regional or functional office point of contact on measures to revise or enhance documentation. Prepare correspondence, reports, charts, basic data visualizations, and other documents. Ensure correct financial and fiscal data, working with INL Budget and Program officers, and maintain proper grammar, spelling, capitalization, punctuation, and formatting. Liaise with leadership across regional and functional offices on clearance issues from INL/FO Principals. Support the Senior Advisor and Special Assistant in reviewing briefing materials, interagency agreements, Letters of Agreement for international organization programs, and other budget documents. Follow up on projects, documents, and assignments; recommend solutions when problems arise. Assist with daily information briefings attended by Front Office principals. Review incoming publications, regulations, and directives; disseminate important items to appropriate staff. Review and refine policies, issuances, and directives as issues arise in assigned program areas. Oversee projects requiring coordination within the Bureau, including official travel and related briefing materials for INL Principals. Guide the flow and control of correspondence and tasks, including 7th floor taskers, for the office. Assist in managing the internal affairs and operations of the INL Front Office to ensure consistency of actions in response to requests from INL Front Office Principals, Congress, and others. Oversee projects requiring coordination across multiple divisions and offices. Schedule meetings, appointments, and conferences; remind participants and reschedule as needed; coordinate attendance with appropriate staff. Receive visitors and phone calls, determine nature of requests, and refer or answer routine inquiries. Follow up on email inquiries and telephone conversations to ensure timely action and completion of commitments. Determine appropriate recipients for requests; escalate important matters as needed. Prepare documents using word processing systems with correct punctuation, capitalization, spelling, grammar, and style. Receive and review mail, maintain suspense records, and ensure proper formatting and timely responses. Schedule large meetings, prepare materials, attend meetings, take notes, and generate reports of proceedings. Maintain office records, ensure accessible file retrieval, and perform file inventory and disposition in accordance with procedures; manage classified materials as needed. Enhance office capability through database/spreadsheet use, graphics for presentations, and electronic document transmission. Stand in for Office Administrators from other INL offices as needed. Minimum Qualifications
U.S. Citizenship Bachelor’s degree from an accredited institution Four to six years’ experience in a relevant field with knowledge of international narcotics and law enforcement or similar programs; compliance with management policies and procedures under the Foreign Assistance Act and related guidelines Knowledge of Federal policies and procedures including Federal budget processes Effective communication skills, both oral and written, with diverse stakeholders Ability to provide guidance on interpretation and analysis Experience drafting US Government reports and documents (e.g., INCSR, embassy cables) Preferred Qualifications
Prior experience supporting or working within the Department of State’s INL Strong English grammar, punctuation, usage, and style; ability to edit for lay audiences Ability to coordinate with individuals at all levels to plan and coordinate activities; advocate INL policies with leadership Proficiency in Microsoft Office Suite, SharePoint, and Adobe Acrobat Ability to analyze and present financial and programmatic data visually Ability to establish and maintain relationships, including with senior management Excellent customer service skills Capability to manage multiple concurrent activities with changing priorities Executive-level administrative and business process experience Familiarity with Department of State standardized document formats Knowledge of INL programs, mission, and foreign assistance activities About ATSG
