Description

Summary and Objective

The Drug and Alcohol Program Manager is responsible for the development, implementation, and oversight of the company's FAA-mandated Drug and Alcohol Testing Program. This role ensures compliance with all applicable federal regulations (including 14 CFR Part 120 and 49 CFR Part 40), promotes a safe and drug-free workplace, and supports the health and well-being of employees in safety-sensitive positions.

Program Oversight & Compliance Administer and manage the FAA Drug and Alcohol Testing Program. Ensure compliance with DOT/FAA regulations and company policies. Maintain accurate records and documentation for audits and inspections. Serve as the Designated Employer Representative (DER). Testing Coordination

Coordinate pre-employment, random, post-accident, reasonable suspicion, return-to-duty, and follow-up testing. Liaise with collection sites, laboratories, and Medical Review Officers (MROs). Training & Education

Develop and deliver training programs for supervisors and employees on drug and alcohol awareness and testing procedures. Provide guidance on recognizing signs of substance misuse. Reporting & Auditing

Prepare and submit required reports to regulatory agencies. Conduct internal audits to ensure program integrity and compliance. Employee Support & Case Management

Support employees through the testing and rehabilitation process. Collaborate with Employee Assistance Programs (EAPs) and Substance Abuse Professionals (SAPs). Policy Development

Review and update company policies related to substance use and testing. Advise leadership on regulatory changes and best practices. Skills &Abilities

Degree and certifications as preferred. Work Environment

Office-based with occasional travel to company locations and testing sites. May require availability outside of normal business hours for urgent testing coordination. EEO statement

Qualifications

Required Education and Experience

Education & Experience Bachelor's degree in Human Resources, Safety Management, Public Health, Aviation Management, or a related field. Minimum 3-5 years of experience managing a DOT/FAA Drug and Alcohol Testing Program, preferably in an aviation or transportation environment. Experience working with FAA regulations, particularly 14 CFR Part 120 and 49 CFR Part 40. Certifications Certified Designated Employer Representative (DER) strongly preferred. Certification in Substance Abuse Program Management or related field is a plus. OSHA or safety-related certifications beneficial. Regulatory Knowledge In-depth understanding of DOT/FAA drug and alcohol testing regulations. Familiarity with HIPAA and confidentiality requirements related to employee health data. Technical & Administrative Skills Proficiency in managing databases and reporting systems related to drug and alcohol testing. Strong analytical skills for interpreting testing data and compliance metrics. Experience with audit preparation and regulatory reporting. Communication & Leadership Excellent verbal and written communication skills. Ability to train and educate employees and supervisors on program requirements. Strong interpersonal skills with the ability to handle sensitive situations with discretion and professionalism. Organizational & Problem-Solving Abilities Exceptional attention to detail and organizational skills. Ability to manage multiple priorities and respond quickly to urgent testing needs. Proactive approach to identifying and resolving compliance issues. Other Requirements Ability to travel occasionally to training and testing sites. Availability outside of standard business hours for emergency testing coordination. Must pass a background check and be eligible to work in safety-sensitive aviation environments.
