Overview
Manager of Government Affairs at Massachusetts Association of Approved Private Special Education Schools (MAAPS). This is a full-time role focused on government affairs, public policy and advocacy, with emphasis on Massachusetts state policy and engagement with the General Court, Executive Branch, and MAAPS members. Responsibilities
The
Manager of Government Affairs
will coordinate, execute and manage the Association’s public policy, government & legislative affairs and advocacy program. Government Affairs & Public Policy:
Establish and maintain strong working relationships with members of the General Court and Executive Branch in Massachusetts. Engagement with the Administration, and House and Senate Committees with jurisdiction of interest to MAAPS. Active participant in implementing the annual MAAPS government affairs requests. Represent the public policy interest of MAAPS before state, federal and municipal officials. Serve as a liaison with consultants representing MAAPS, associations that MAAPS is a member of and other third-party stakeholders on behalf of MAAPS. General Court:
Establish a proactive legislative platform and develop strategies to influence legislation and policies aligned with MAAPS’ goals. Include: Identify opportunities for proactive engagement and anticipate potential challenges. Develop and present testimony, coach others in testimony, represent MAAPS’ interests on key legislative issues, task forces, committees. Draft legislation and bill/budget amendments as needed, including identifying legislative sponsors. Analyze legislative proposals and policy developments; track legislation that impacts MAAPS, its workforce, and its members; research and analyze the state budget. Collaborate with affiliated industry associations; monitor regulatory developments at local, state and federal levels. Read legislative briefs and bills; keep up to date on progress at the MA State House, Senate, and House of Representatives. U.S. Congress and U.S. Departments:
Establish a national legislative platform and strategies to influence national policies in alignment with MAAPS’ goals. Grassroots Advocacy:
Design and implement a robust grassroots advocacy program to mobilize support for key legislative initiatives. Consultants:
Manage and collaborate with consultants on external affairs initiatives. Communications:
Develop an overall communications strategy to advance MAAPS’ mission using print, website, social media and other channels; ensure a consistent stream of communication to legislators and staff. Committees, Meetings and Events:
Provide primary staff support for the MAAPS Government Affairs Committee; schedule legislator visits and program-site tours; manage briefings, meetings, receptions, trainings and State House advocacy events. Compliance:
Ensure compliance with regulations and reporting requirements. Support:
Support membership development efforts with the Executive Director and participate in other MAAPS activities as needed. This position will also have other related duties as assigned by the Executive Director. Team & Structure

Basic Qualifications
Bachelor’s degree in political science, public policy, pre-law, or a related field. 3+ years of relevant experience in legislative affairs, government relations, public policy, advocacy, with a non-profit or government agency; federal, state or local government experience is a plus. Strong interpersonal, project management, reporting, writing and editing skills; ability to collaborate with a wide range of colleagues and stakeholders. Proven understanding of the Massachusetts legislative process and political landscape. Willingness to be on-site at the State House about 2 days a week; may require hours outside normal business hours. Authorized to work in the United States and able to pass a background check. Travel required. A valid driver’s license is required; vehicle preferred but not necessary; ability to attend meetings at various locations. Additional Qualifications and Skills

Time management, flexibility and follow-through on tasks and goals. Ability to convey complex information to diverse audiences. Strong strategic thinking and analytical skills with creative solutions. Professionalism, integrity, and discretion with sensitive information. Work Environment
Hybrid work approach with a Stoneham or Boston presence; travel across Massachusetts is required. Typically on-site two days a week; some periods may require more on-site or in-state travel. Valid driver’s license required; vehicle preferred. The position offers a collaborative culture. Benefits
