The U.S. Immigration and Customs Enforcement (ICE) Office of the Principal Legal Advisor (OPLA) is seeking an energetic and dedicated attorney to serve as an Associate Legal Advisor working mainly in the area of Attorney Professional Conduct within the Ethics Division. These positions may offer up to $50,000 in signing and retention bonuses. General Schedule locality pay tables may be found under Salaries & Wages. Duties
Provide training and guidance on the Executive Branch Standards of Conduct program for government employees and on attorney professional responsibility matters. Provide counsel to ICE employees at all grade levels, including senior officials, and issue advisory opinions in response to requests for advice. Advise and guide OPLA attorneys, ICE and DHS leadership on attorney professional conduct issues. Develop and disseminate training, general guidance, and reference documents for OPLA attorneys. Review public and confidential financial disclosure reports filed by covered management officials and research investments to identify potential conflicts of interest. Assist with drafting and implementing agency ethics rules, instructions, and policies. Provide group training to ICE program offices on government ethics. Craft timely legal opinions for ICE officers, agents, division management, and leadership within OPLA, ICE, and the DHS Office of the General Counsel Headquarters. Responsibilities and Expectations
Selected attorneys will be given significant responsibilities and must craft persuasive, legally supportable positions to address agency needs. Routinely provide timely legal opinions to ICE personnel and leadership. Requirements
You must pass a background investigation and drug test for federal employment. Selective Service registration is required for males born on or after December 31, 1959 (exemptions as applicable). You must meet all requirements by the closing date of the announcement and may be required to serve a two-year trial period if not met. Current OPLA attorneys must have completed two years of service with OPLA by the announcement closeout to be considered. You must be an active member in good standing of the bar of a U.S. state, territory, District of Columbia, or Puerto Rico. Qualifications

Extensive experience advising and interpreting professional conduct rules applicable to attorneys and those they work with. Ability to produce quality legal analyses of complex issues, exercise sound judgment, and work independently or in teams. Strong written and oral advocacy skills; ability to tailor communications to different audiences. GS-12/13: relevant skills and experience to learn the Ethics Office work; GS-14/15: subject-matter expertise with more than 4 years of specialized experience in attorney professional responsibility. Bar membership: active in good standing of a U.S. state, territory, District of Columbia, or Commonwealth of Puerto Rico. Current or former political appointees: disclosures may be required per OPM guidance. Education
