Strategic Technology Institute, Inc. (STi) is seeking a highly experienced
Program Manager
to support an anticipated contract award with
Commander Naval Surface Forces, U.S. Pacific Fleet (COMNAVSURFPAC) . This role provides key leadership and technical oversight to the
Type Commander Material Inspection Team (TMIT)
at Naval Base San Diego. The selected individual will be responsible for managing contractor support across all TMIT mission areas, including material inspections, training assist visits (TAVs), and readiness evaluations (READ-Es) across all Pacific Fleet surface ship classes. Key Responsibilities
Serve as the overall technical lead and senior manager for all STi support personnel under the TMIT contract. Plan, coordinate, and manage contractor support for READ-E 2, 5, 6, 7, TYCOM Sea Trials, and INSURV preparation events. Lead shipboard Assist Visits and serve as a qualified Senior Inspector when needed. Review and approve final inspection reports, deficiency documentation, and assist visit deliverables. Coordinate directly with ship Commanding Officers, TYCOM staff, and ISICs to align inspection support with OFRP milestones and SFTRM guidance. Provide subject matter expertise across engineering, combat systems, and maintenance programs for all surface ship classes. Ensure compliance with DoD acquisition policies, JTR, DFARS, and contract deliverable requirements (CDRLs). Mentor and manage contractor SMEs across all functional areas and ensure execution of PWS-assigned duties. Minimum Qualifications
Active Secret clearance at the time of application. Bachelors degree from an accredited college or university. 21+ years of U.S. Navy service with significant senior leadership and program management experience in shipboard maintenance or operations. Former Commanding Officer (CO) of a U.S. Navy surface ship. Detailed knowledge of:
Surface Force Training and Readiness Manual (SFTRM) particularly Chapter 6. INSURV inspection process, publications, IIGs, SOEs, and EOC scoring methodology. OFRP, 3M/PMS systems, and the Joint Fleet Maintenance Manual (JFMM).
Strong written and verbal communication skills. Ability to travel up to 50% and physically embark U.S. Navy ships, including use of pilot ladders and staying underway for several consecutive days. Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook). Preferred Qualifications
25+ years of Navy Surface Warfare Officer (SWO) experience. Experience as a Major Command CO of a surface combatant. Prior assignment as a Senior INSURV Inspector or on TYCOM/ATG staff for Pre-INSURV readiness. SharePoint proficiency. About STi
