Position Summary:
We are seeking a dynamic and experienced
Program Manager
to lead the planning, coordination, and execution of a statewide
Enterprise Asset Management System (EAMS)
implementation. This transformative initiative will replace outdated and siloed systems, improve asset-related workflows, and enhance data-driven decision-making across key transportation domains.
This executive-level role requires strong leadership, cross-functional program management expertise, and experience with enterprise technology modernization-particularly within transportation or public sector organizations.
Key Responsibilities:
Program Leadership & Oversight
Lead the full lifecycle of the EAMS implementation, from initiation through deployment and post-go-live support. Manage multiple interrelated workstreams across Pavement, Maintenance, Fleet, Traffic, ROW, GIS, and other core functional areas. Oversee schedule, scope, budget, and quality to ensure alignment with strategic goals and milestones. Ensure timely delivery of high-quality deliverables that meet functional and technical requirements. Stakeholder Engagement
Act as the primary liaison between executive sponsors, business units, system owners, IT leaders, and vendor partners. Facilitate stakeholder workshops, progress reviews, and status updates. Translate business needs into actionable plans and solutions. Strategic Planning & Integration Management
Develop and maintain program roadmaps, implementation plans, and resourcing strategies. Ensure seamless integration with SCDOT's existing systems, including: RIMS BrM/BrR GIS/LRS SCEIS (SAP) P2S SharePoint Other legacy and enterprise applications Process Modernization & Governance
Partner with departments to modernize asset management processes and align them with system capabilities. Drive standardization, automation, and performance tracking across all asset types. Risk & Change Management
Proactively identify, assess, and mitigate program risks. Lead change management strategies to support user adoption, training, and operational continuity. Vendor & Contract Management
Manage relationships and performance of external vendors and consultants. Monitor contract deliverables to ensure on-time and in-scope execution. Required Qualifications:
Bachelor's degree in
Information Systems, Engineering, Business Administration,
or related field ( Master's preferred ). PMP, PgMP,
or equivalent project/program management certification. 8+ years
of progressive experience managing large-scale IT or enterprise system initiatives. 5+ years
of experience in: Asset management systems implementation Business process transformation Legacy system modernization Integrating ERP, GIS, and asset tracking platforms Demonstrated success managing cross-functional teams in transportation, infrastructure, or public sector environments. Strong working knowledge of platforms such as
SharePoint, ESRI GIS , and
SQL-based systems . Excellent communication, documentation, and stakeholder engagement skills. Preferred Qualifications:
Certifications in
ITIL, Lean Six Sigma (Green/Black Belt) , or similar process improvement methodologies. Familiarity with
federal/state transportation systems ,
FHWA compliance , and related data reporting standards. Experience working with
SCDOT
systems or similar Departments of Transportation. Proven success managing multi-system integration, including transportation asset,
GIS , and
Linear Referencing Systems (LRS) . Program Areas Supported:
