Overview The Wyoming Governor’s Council on Developmental Disabilities (Council) is seeking an Executive Director. The Council is comprised of 27 members appointed by the Governor and represents three groups mandated in the DD Act of 2000: people with developmental disabilities, family members of people with developmental disabilities, and agencies. Open Until Filled Responsibilities

Responsible for the agency budget. Tracks the distribution of funds at the state and federal levels. Plans how the funding is spent, determined by the Five-Year-Plan. Drafts and explains the budget to the Joint Appropriation Committee of the Wyoming State Legislature. Council-related responsibilities Facilitates quarterly and special Council meetings. Guides the Council in compliance with both state and federal laws as they apply to the agency and its work. Strategic planning and decision-making in all aspects of the Council and its work. Monitors and reports trending opportunities and deficits. Monitors Council membership for compliance with the DD Act of 2000. Management of Council staff Conducts semi-annual formal evaluations. Provides direction for projects, programs, and office activities of the staff. Mentor staff to grow professionally. Inter-agency collaborations Develop and maintain collaborative networking relationships with other local, state, and federal agencies. Serve on various boards, councils, commissions, etc., as a representative of the Council. Complete all state and federal reporting. Meets with local, state, and federal representatives to educate on developmental disabilities issues. Understands and interprets data, policy analysis, research, and grants management. Understands crucial conversations and conflict resolution. Relationship building with Council, staff, other agencies, and the DD community. The Executive Director is required to travel for Council business; otherwise, there is an expectation of being on-site 90% of business hours. Qualifications

Educational and Professional Requirements/Preferences:

This position requires a bachelor’s degree in business administration, social services, education, or any other related field, and 6+ years of managing a governmental or non-profit local, state, or federal agency/entity. Knowledge: Understanding of state and federal laws, rules, and regulations pertaining to successfully running federally funded programs. Understanding of principles, concepts, and current practices of governmental administration and management, including, but not limited to, budget development and oversight, personnel, purchasing, fiscal oversight, and data analysis. Skill in public speaking, oral, and written communication. Skill in recognizing opportunities and problem-solving issues. Skill in time management. Ability to adapt to changing circumstances, challenges, and opportunities. Ability to edit, critique, and accept/provide feedback on own work and the work of others. Ability to evaluate and modify, as needed, the quality and productivity of others. Ability to effectively communicate with the Council, Council staff, partner agencies, and executive and legislative branch committees/representatives. Ability to make complex decisions based on current knowledge, theory, and standards of practice. Minimum Qualifications:
