PURPOSE:

The manager ensures that contract forms and documents are drafted timely, properly reviewed, accurate, and available for compliant contract delivery. The manager is responsible for the development and implementation of strategies and tactics to ensure continued improvement in the synchronization of systems, people, and processes; interprets, formulates, or oversees contract operating practices, and performance standards for business areas and programs. Supports growth objectives with lifecycle proposal support to include analysis of terms and conditions, risk analysis and mitigation, and compliance assessment. Facilitates effective contract operations responsibilities within program objectives and requirements. Resp & Qualifications

Supports growth objectives with lifecycle proposal support to include analysis of terms and conditions, risk analysis and mitigation, and compliance assessment. Facilitates effective contract operations responsibilities within program objectives and requirements. Essential Functions

Manages the drafting and review of our large group contracts, contract forms, and documents in support of compliant contract delivery, including the annual update/creation of contract documentation and templates. Leads the team that drafts ASOs, ASAs, EOCs, SBCs, and other contract documents. Actively participates in review, drafting and negotiation of various large group contract documents as needed. Manages project files, logs, and databases to ensure timely completion of projects in support of Company initiatives. Audits and reviews contracts to ensure accuracy and consistency. Works with leadership across the organization and with other Blue Cross and Blue Shield Plans to improve the contract drafting and implementation processes. Motivates subordinates in team effort toward Company/Divisional goals and timeframes. Develops and trains subordinates and provides guidance on policies and priorities as well as the Company’s human resources policies and values. Develops and implements an ongoing cross-functional training to support all phases of contract drafting. Supervisory Responsibility

This position manages people. Qualifications

Education Level:

Bachelor’s Degree OR in lieu of a Bachelor’s degree, an additional 4 years of relevant work experience is required in addition to the required work experience. Experience:

5 years Drafting, interpreting, administering contracts and interpreting complex regulations. 1 year Supervisory or progressive leadership experience. Knowledge, Skills And Abilities (KSAs)

Ability to make and carry out a broad range of decisions while remaining compliant with Company and regulatory guidelines. Ability to evaluate demands on time and resources effectively; establish appropriate priorities; manage multiple priorities and respond appropriately to unplanned events. Superior verbal and written communication skills, and excellent reading comprehension (ability to read, understand and apply laws, codes and regulations to projects, the Company product portfolio and the business environment). Ability to manage personnel on complex and highly detailed tasks to prevent errors in execution. Highly developed interpersonal skills; coaching; training and staff development skills. Negotiation skills and the ability to build towards consensus with a broad range of individuals, Company departments, and regulatory agencies. Strong presentation skills required to represent the Contracting and Compliance Unit persuasively and articulately in meetings with other Company departments, regulatory/insurance agencies and external clients and partners. Average to above average ability with Microsoft Office; ability to navigate the internet to locate local and federal codes and regulations used as resources. Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence. Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging. Salary Range $102,560 - $190,377 Salary Range Disclaimer The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the work is being performed. This compensation range is specific and considers factors such as (but not limited to) the scope and responsibilities of the position, the candidate’s work experience, education/training, internal peer equity, and market and business consideration.
