Supportive/Affordable Housing and Services coordinates the development of supportive housing, master leasing, senior affordable housing and other related services. Staff work closely with other city and state agencies and with community partners to help develop and ensure that housing and services for homeless, vulnerable and low-income New Yorkers are available and knowledge is shared across agencies. The Office of Affordable/Supportive Housing and Services is recruiting for one Administrative Community Relation Specialist NM III to function as Executive Director – Supportive Housing Re-rentals. Under general direction of the Assistant Deputy Commissioner of Supportive Housing, the Executive Director of Supportive Housing Re-Rentals is responsible for overseeing the operations of the Re-Rental Referral and Follow Up teams and contributing to program planning. Work closely with the Assistant/Deputy Commissioner and other HRA executive staff to ensure program goals and activities are clear and compliant with agency mandates and regulations. Establish program guidelines, goals and priorities for referral and placement of homeless clients into permanent housing; ensure compliance with relevant codes, rules and regulations. Plan, administer and direct referral and placement of homeless individuals and families into programs providing permanent supportive housing with services, with emphasis on re-rental of existing units. Resolve and address new needs and program delivery issues. Establish guidelines, criteria and goals for the unit. Prioritize the allocation of resources. Deliver on aggressive goals and targets, guiding staff to meet expectations through timely, high-quality deliverables. Serve as program representative to senior agency staff and community-based organizations. Establish and maintain cooperative working relationships and modify service delivery to enhance placements for homeless clients. Prepare comprehensive statistical and analytical reports on supportive housing milestones for the Commissioner and executive staff. Conduct regular meetings with program managers to ensure continuity of service; identify operational challenges and develop solutions. Establish procedures to increase efficiency and effectiveness of programs. Work with other departments on technology improvements to the electronic referral and placement system (CAPS). Recommend process improvements to enhance the housing experience for applicants. Plan and direct training activities for community-based organizations and divisions within DSS/HRA/DHS to optimize resources. Provide coverage and supervision for the Office in the absence of the Assistant Deputy Commissioner and provide emergency off-hour coverage as required. Salary : 72,876 - 140,700 Work Location : 4 WTC Hours/Schedule : 09:00 AM to 05:00 PM Flex Administrative Title : ADMIN COMMUNITY RELATIONS SPEC - 1002F Minimum Qualifications

A baccalaureate degree from an accredited college or university and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity; or Four-year high school diploma or its educational equivalent and eight years of satisfactory experience as described above, at least two years in a broad administrative or policy-making capacity; or Education and/or experience equivalent to above. Undergraduate education may be substituted for the experience, but not for the two years of broad administrative or policy-making experience. Graduate education beyond the baccalaureate degree may be substituted for experience, but not for the two years of broad administrative or policy-making experience; however, all candidates must possess a four-year high school diploma or its educational equivalent and two years of administrative or policy-making experience as described above. Preferred Skills Two years of relevant experience in community-based outreach or organizing, public relations, advocacy, and work related to gender-based and family violence; experience with vulnerable communities and diverse constituencies; ability to build relationships and networks; strong analytical, tracking, reporting, and project management skills; effective public speaking and interpersonal skills; fluency in Spanish or another language preferred; proficiency with Microsoft Office; knowledge of SPSS and Access preferred. 55a Program: This position is open to qualified persons with a disability who are eligible for the 55-a Program.
