Overview Turner & Townsend Heery is seeking a
Sr. Construction Project Manager
to focus on correctional facility projects. The Senior Project Manager will serve as Turner & Townsend Heery's lead representative for the delivery of a $75M+ ground-up expansion project for a secure detention facility. The project involves the construction of a new housing wing with associated support spaces, site infrastructure, and security systems, all adjacent to an active correctional facility. The role is full-time and embedded within the County’s Project Delivery Team, overseeing all phases of design and construction using the
Construction Manager at Risk (CMAR)
method.

Responsibilities Manage and lead the full lifecycle of a new correctional facility expansion project, from design coordination through construction and occupancy. Oversee consultants, architects/engineers (A/E), and the CMAR to deliver the project within scope, budget, schedule, and compliance requirements. Coordinate closely with correctional operations to plan construction sequencing and minimize impacts to ongoing facility activities. Review and enforce design standards, building codes, ADA/Title 15 compliance, and County quality/safety protocols. Support entitlement processes, constructability reviews, GMP negotiations, and field change management. Serve as liaison with custody staff, maintenance teams, and County stakeholders. Qualifications Bachelor’s degree in Construction Management, Architecture, Engineering, or other related degree. 15+ years of experience in public-sector capital project delivery, with a focus on ground-up justice, correctional, or institutional buildings. Proven ability to manage DB or DBB projects exceeding $50M. Strong leadership in managing multi-disciplinary teams, contract administration, and stakeholder engagement. SOX control responsibilities may be part of this role, which are to be adhered to where applicable. 5+ years of experience on detention, jail, or secure government facility projects. California PE, Architect license, or Certified Construction Manager (CCM). DBIA certification. Familiarity with California jail planning and design requirements, CDCR standards, and Title 15. Additional Information The salary range for this full-time role is $140K-$190K per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package. Turner & Townsend reserves the right to pay more or less than the posted range, depending on candidate’s experience and qualifications.
