Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system. The role of UI/UX designers is central to improving accessibility, usability, and responsiveness of the HHSC eligibility systems. Lead user research initiatives and journey mapping to gain deep insights into user interactions and identify opportunities for optimization. Proven UX Design Experience: Extensive portfolio demonstrating expertise in user research, information architecture, wireframing, prototyping (low and high-fidelity), and usability testing. Develop wireframes, prototypes, and visual hierarchies in accordance with established accessibility guidelines and branding standards. Collaborate with Code for America and cross-functional teams to apply industry best practices in UI/UX design. Engage in discovery workshops, feedback sessions, and sprint planning to ensure that design decisions are aligned with business objectives. Employ a comprehensive suite of toolsincluding Figma, Adobe XD, Sketch, and Hotjarand implement usability testing, responsive design, and SEO optimization strategies. Experience with AI/ML Interfaces: Demonstrated experience designing user interfaces for systems that incorporate Artificial Intelligence or Machine Learning, with a focus on explainable AI (XAI) and human-AI interaction principles. Complex System Design: Ability to understand and design for complex business logic and regulatory requirements, particularly in domains like government services, healthcare, or finance. Data Visualization: Skill in presenting complex data and AI insights in a clear, concise, and understandable visual format. Empathy and User Advocacy: Deep commitment to understanding user needs and advocating for user-centered design principles. Collaboration & Communication: Excellent verbal and written communication skills to effectively collaborate with cross-functional teams and present design solutions to stakeholders. Understanding of Accessibility Standards: Knowledge of WCAG and other accessibility guidelines to ensure inclusive design. Bonus: Experience with eligibility determination systems or similar rule-based, data-intensive applications. Minimum Requirements

Years Required/Preferred Experience

11 Required Hands-on experience designing user interfaces and experiences for enterprise systems, including wireframes, prototypes, and visual hierarchies using tools like Figma, Adobe XD, and Sketch. 11 Required Demonstrated ability to collaborate with technical and non-technical teams, translating business needs into intuitive design solutions that align with accessibility and branding standards. 10 Required Experience applying UX design principles such as hierarchy, contrast, and alignment to create responsive and accessible web and mobile interfaces. 10 Required Experience creating wireframes and prototypes that support agile development cycles, including sketch-to-visual fidelity transitions. 5 Preferred Experience designing graphical diagrams and visual narratives to communicate timelines, workflows, and system architecture. 3 Preferred Demonstrated ability to facilitate design workshops and feedback sessions with stakeholders, ensuring alignment with business goals and user needs. 3 Preferred Bachelor's degree in graphic design, Human-Computer Interaction, Computer Science, or related field. Equivalent experience may be substituted. 3 Preferred Strong multitasking skills with the ability to manage multiple design streams across concurrent work effort. Terms of Service

Services are expected to start 10/01/2025 and are expected to complete by 01/31/2026. Total estimated hours per Candidate shall not exceed 960 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. Work Hours and Location

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The primary work location(s) will be at 4601 W Gudalupe St, Austin, Texas 78751. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts. The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission. Other Special Requirements
