The Division of Child Welfare (DCW) provides leadership, management and supervisory functions related to the delivery of public child welfare services to children, youth and families. The Division provides administrative supervision for all child welfare programs in Colorado's 64 counties, and delivers technical support, monitoring, program improvement, regulatory oversight and other quality assurance functions. The Research, Analysis, and Data (RAD) unit provides data management and program evaluation through advanced analytical services that examine policy context, planning and design, implementation, operation, outcomes, and costs of programs in Child Welfare. It creates business intelligence from Child Welfare operational data for ongoing decision support, develops and maintains reporting systems, ensures data availability in useful formats, and maintains data for AFCARS, NYTD and NCANDS requirements. The unit is responsible for approval of independent automated systems and contractors as needed. About this Position

The position has a unique level of technical expertise in monitoring and maintaining statewide data for the Hotline phone network and intake data from Trails. Responsibilities include preparing, monitoring and presenting validated data for the Child Welfare Allocation Committee (CWAC), ongoing county monitoring groups, CDHS management, federal agencies and other divisions/agencies relying on Trails data. It requires understanding child welfare practice and the ability to independently monitor and interpret call flow for all 64 counties and the statewide Hotline County Call Center (HCCC). The role includes traveling to counties to train staff on this software, helping counties understand call volume to staff call centers properly, and notifying appropriate personnel and contractors in real time when the phone network is not performing at capacity. This position is delegated as the senior authority in Prevention and Intake data performance management and outcome measurement for the Division of Child Welfare. Management relies on this role to conduct research and engage stakeholders to formulate outcome measurement recommendations for the statewide Hotline and Trails reporting. It participates on committees implementing the Family First Prevention Services Act (FFPSA) by providing reliable intake data to monitor and shift practice to prevention services and maximize federal funding. The position supports FFPSA and related Colorado statutes; it serves as primary data and reporting lead for FFPSA services and ensures compliance with law through data collection, analysis and evaluation. It designs quantitative evaluation methodologies for statewide FFPSA data collection and reporting. Summary of Job Duties

The Research, Analysis, and Data Team (RAD) is a technical team of SQL writers that engages with state and county program leaders and external stakeholders to solicit, develop and deliver time?sensitive data requests and ongoing reports. The team handles federally mandated reporting and QA of data in collaboration with IT, and maintains the SQL Server stack and ETL processes to support reporting and analytics. Data collection, reporting and data analysis: Extracts Prevention and Intake system data from Trails and related sources to report trends and analyses on county and state performance outcomes. Manages data accuracy, validity, access and analysis using Trails data and the ROM reporting database to support system performance management. Modifies and updates complex stored procedures to ensure accurate ROM reporting; creates regulated reports for state and county partners, including daily, weekly, monthly and annual reports; coordinates with the ROM vendor. Collaborates with county and state program staff as the primary data lead to monitor the Human Trafficking screening Tool in compliance with HB16-1224 and serves as the state SME in Prevention and Intake data analysis. Travels to county hotline call centers to provide technical training on hotline applications and staffing optimization. Extracts data from vendor systems (Genesys, CenturyLink IVR, CCPulse) and integrates for analysis. Evaluates statistical methods and data sources for validity, reliability and usability. Supports data-driven decision making for FFPSA program design, reporting and evaluation. Collaborates to develop reliable outcome measures for prevention programs and assists in rating practices according to federal criteria. Provides data, reporting and evaluation inputs for FFPSA program design in compliance with federal laws and policies. Analyzes outcomes data to identify differences among sub-populations and collaborates in data-driven policy decisions. Supports FFPSA reporting to maximize Title IV-E funding with the finance unit and coordinates with Federal Data Analyst for FFPSA portals. Technical leadership: Oversees ongoing operations of the statewide abuse and neglect hotline reporting system and ensures compliance with statute. Co-Chairs the ROM work group to gather county requests, develop ROM syntax, and coordinate with the ROM vendor. Represents the state as the data expert on Prevention and Intake in meetings and committees, including FFPSA program design and implementation. Oversees FFPSA reporting system design and operations and ensures compliance with federal laws and policies. Provides data, information, analysis and recommendations to ensure FFPSA program compliance and works with external vendors and OIT on data integrity. Prepares FFPSA reports that cross multiple data systems and serves as liaison for FFPSA reporting needs at the state, county and federal levels. Collaborates with Prevention SMEs in CPPS to oversee prevention efforts for state and federal initiatives and acts as the FFPSA operational lead in the Division of Child Welfare. Special Duties and Other Duties as assigned: Provide training and guidance to CDHS and county staff on incorporating new data elements and analyses to inform practice and policy decisions. Provide technical expertise to RAD analysts on Trails, ROM, SQL, TOAD for Oracle, Crystal Reports and Q&A. Maintain the Divisions SQL Server database and supervise ROM production, enabling secure access to outcomes data used in performance management processes. Perform other duties as assigned. We will be hiring two positions from this posting: the Intake Data Analyst V (substantially similar to the Federal Reporting Analyst) and a Federal Reporting Liaison. The Federal Reporting Liaison translates federal reporting requirements into technical data requirements, tests changes, and handles ad hoc data requests. The Intake Data Analyst V serves as the expert on all things Child Welfare hotline, referral and prevention services data and translates business requirements into SQL solutions. MINIMUM QUALIFICATIONS: 8 years of SQL and technical data analysis experience or a combination of related education and/or relevant experience in an occupation related to 8 years. This experience must be clearly documented on the application and supplemental questions must be answered. Preferred Qualifications: Experience with complex SQL queries and a technical test will be administered. Familiarity with stored procedures is helpful. Experience with data visualization tools such as Tableau or Power BI is helpful. Experience with SPSS, Microsoft Office, Crystal Reports, SQL query writing, and working with large relational databases. Understanding of performance management in a social services environment and how data informs policy decisions and outcomes. Conditions of Employment Travel within Colorado may be required.
