Accountant Fixed Assets and Capital Projects Unit
The New York City Comptrollers Office works to promote the financial health, integrity, and effectiveness of New York City government. The Bureau of Accountancy is responsible for the preparation and fair presentation of the Citys accounting and financial statements and the Annual Comprehensive Financial Report (ACFR). It also ensures the Citys vendor data is accurate for efficient payments and related processes. Reporting directly to the Unit Chief of Fixed Assets and Capital Projects within the Fixed Assets Division, the Accountant is responsible for reviewing and approving capital contracts and preparing schedules for the ACFR. Responsibilities Assist in the preparation of the Comptrollers Annual Comprehensive Financial Report, as it relates to fixed assets, capital projects and capital expenditures. Review and approve capital contracts within allotted time restrictions and ensure compliance with Comptrollers Directives Nos. 10 and 30. Assist in reviewing and processing documents in the Citys Financial Management System (FMS) as it relates to condemnation proceedings, reporting of fixed assets and capital expenditure adjustments. Assist in various special projects, including evaluation of internal controls using statistical sampling techniques, financial analyses, and other data. Communicate with City agencies to obtain supporting documentation and/or other information related to lease arrangements. Perform other related duties as required. Minimum Qualifications A baccalaureate degree from an accredited college or university, including or supplemented by 24 semester credits in accounting (including one course each in advanced accounting and auditing); or A valid New York State Certified Public Accountant license. To be eligible for placement in Assignment Level II, individuals must have at least one year of experience as an Accountant - Assignment Level I or at least two years of satisfactory full-time professional accounting or auditing experience. Preferred Skills Excellent interpersonal, communication, accounting and organizational skills, including Microsoft Office Suite proficiency. Knowledge of generally accepted accounting principles and some exposure to financial statement analysis. Knowledge of the Citys Financial Management System (FMS) and OAISIS Contracts system preferred. Additional information includes eligibility for 55-a Program, Public Service Loan Forgiveness, and residency requirements.
