DOHMH has an opening for a Senior Data Manager & Analyst reporting to the Director of Health Research & Analytics to build the population-health data infrastructure that supports the Commissioners priority on Birth Equity (specifically the Maternal Home Collaborative), essential diabetes work related to Local Law 52 of 2023 and other core Office of Healthcare System Strategy and Accountability (OHSSA) initiatives. This is a grant-funded position ending in November 2027. The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work supervised by DOHMH. The Center for Health Equity & Community Wellness (CHECW) seeks to eliminate racial and other inequities resulting in premature mortality and focuses on social determinants of health to improve the health of New Yorkers. CHECW includes several bureaus and collaborates with community and healthcare partners. The divisions Deputy Commissioner also serves as the Agencys Chief Medical Officer. Duties / Responsibilities

Coordinate care across systems and target resources to neighborhoods with the greatest need. Link person-level datasets (SPARCS, vital stats, claims/EHR, RHIO, Medicaid Data Warehouse) and manage secure, governed pipelines. Connect DOHMH, Medicaid, provider, and social services data to identify high-risk pregnant New Yorkers sooner. Produce analyses and dashboards that translate directly into provider lists, outreach targets, and quality measures for cross-bureau action. Support citywide population health analytics (including 1115 waiver work, birth equity, chronic disease, etc.) to guide investments in social care and care coordination. Supervision of junior data analysts. Qualifications

A doctorate from an accredited college or university with a specialization in an appropriate field of public health, environmental health sciences, epidemiology, statistics, health economics, or data science. More than 10 years of experience in mixed-methods research, evaluation design, and policy analysis. Willingness to learn SPARCS and Medicaid Data Warehouse training; ability to convert complex datasets (MMCOR, HCRIS, CMS Nursing Home Compare) into actionable insights. Extensive experience using SAS, R, SQL, Tableau, Oracle, Qualtrics, REDCap, Airtable, Trello; experience with AI productivity tools and Microsoft Office Suite. Proactive, self-motivated, able to work in a dynamic, multi-stakeholder environment; strong teamwork and independent work capability with sound judgment. Additional Desired Qualities

Excellent verbal and written communication and interpersonal skills. Strong analytical skills to manage and report complex information. Experience with data collection, analysis and interpretation. Desire to grow professionally and willingness to work outside of comfort zone. Experience in the public health sector and coordinating multi-stakeholder projects. Ability to prioritize and work in a fast-paced environment with hard deadlines. Proficiency in Microsoft Word, Excel, Outlook, and PowerPoint. Benefits

This is a temporary grant-funded position ending in November 2027. Residence in the tri-state area (NY, NJ, CT) by start date preferred. Preference for New York City or surrounding New York State counties. Expected to work non-business hours during emergencies.
