Overview
This position is responsible for the design, implementation, maintenance, and performance of the City of Titusville Police Departments information systems, servers, and network infrastructure. Duties include managing wired and wireless networks, telecommunications, backup systems, and related software; providing technical support and guidance to staff; preparing management and regulatory reports; overseeing IT projects; and coordinating with software vendors. Work requires advanced technical expertise, independent judgment, and the ability to understand and support user and operational needs. This position functions with minimal supervision and reports to the Director of IT or, in his/her absence, the Assistant City Manager. Please Note:

Responsibilities Works with Tyler (CAD) software, installation, updates and routine maintenance. Applies system administration techniques and procedures including consulting with users to determine hardware, software or network functional specifications. Gain and maintain a deep understanding of the use of technology in police operations including criminal investigations, evidence management, records management, 911/Dispatch, patrol, traffic enforcement and code enforcement. Work with cross-functional teams to identify and assess technological solutions to improve organizational effectiveness and efficiency. Provide stakeholders with a full assessment of hardware and software requirements, options, costs, expected benefits and implementation timeframes. Assess the market for specific products and document organizational needs, requirements and selection criteria for purchasing. Provide project management and oversight for the implementation of new software systems ensuring the system meets all requested organizational needs and contracted functionality. Maintain expert level knowledge of the functions of mission-critical software applications. Provide 24x7 support and interface with end users and vendors to resolve software issues. Work with vendors to provide hardware and software updates to supported systems. Coordinate with organization super users to provide training to new and existing employees and any necessary third-party stakeholders on new software systems and existing software upgrades. Identify information needs and produce and provide reports from internal and external systems to meet those needs in a timely manner. Coordinate with other IT staff members to ensure all server and network systems are maintained to high availability standards, network security meets CJIS standards, and systems are reliably backed up. Act as a liaison between the IT and Police Departments and be accountable for the successful IT operations of both within the TPD. Performs other duties as assigned.
Knowledge, Abilities and Skills
Extensive knowledge of server operating environments: Windows Server 2012, 2016, 2019, and future releases; network hardware and software; Windows 10/11. Knowledge of Microsoft Hyper-V and ESXi virtualization platforms. Ability to identify technological solutions for recurring issues that will enhance organizational performance. Knowledge of basic IT network security standards and how those standards are implemented through policy, hardware and software. Knowledge of Microsoft Active Directory and its implementation across internal departments and the cloud. Knowledge of Structured Query Language and basic database design. Knowledge of Data-Loss Prevention systems and their operation. Knowledge of the statutory requirements for purchasing in the State of Florida. Project Management skills including maintaining accurate project timelines, assessing staff skills and effort, and reporting projected issues for timely problem resolution.
Qualifications
Bachelors degree in computer science, Network Applications, Business Administration, or Information Systems, supplemented by at least four (4) years of relevant experience. Extensive experience with Microsoft Windows 10/11 is required. An associate-level certification in Microsoft Server, Microsoft Windows (or higher), or Project Management certification may be considered in lieu of a bachelors degree. Must successfully complete and pass CJIS Security Online Training/Test. Must possess a valid Florida Drivers License. May be required to use a personal vehicle to transport computer equipment or travel to customer worksites. Subject to emergency callouts during off-duty hours and weekends, as needed. In the event of local emergencies, may be required to report for emergency tasks, which could involve extended work hours and prolonged time away from family. The Incident Commander and the Division Director will determine who is required to work.
