Overview

Project Manager Lead at Yakama Nation Legends Casino. Location: Yakima, Toppenish & Richland. The Project Manager Lead will be responsible for the management, oversight, and supervision of a small group of project managers and engineers working on large fish passage and habitat projects across the Yakima and Klickitat River Basins. Projects overseen will focus on opportunities to improve the health of anadromous fish populations throughout the basins. The PML manages all phases of project management to ensure efficient and effective delivery, interfacing with state, local, and federal partners. Due to the high visibility of the work, frequent updates are expected to Tribal Council. The incumbent should demonstrate strategic technical leadership and expertise to maximize Yakama Nation Fisheries Program resources. Examples Of Work Performed Participate in planning and scheduling all aspects of multi-million-dollar fish passage and habitat projects. Provide authoritative advice on project status, progress, and issues to the Lower Yakima River Coordinator. Determine priorities, establish schedules, select contract types, resolve disputes, and develop procedures to improve program execution and coordination with Yakama Nation Fisheries programs. Direct procurement and management of major construction projects. Determine need for contract modifications and decide whether projects will be in-house or contracted. Set and adjust short-term priorities and prepare schedules. Assign work to subordinates, evaluate performance, and ensure activities comply with tribal and federal policies. Collaborate with US Bureau of Reclamation, NOAA, Washington Department of Fish and Wildlife, WA Department of Natural Resources, and other agencies and stakeholders. Lead regulatory work including NEPA, ESA, CWA, SEPA processes, permit reviews, and public hearings as required. Pursue grant opportunities and prepare funding proposals to leverage non-federal dollars; manage financial and reporting requirements. Technical writing and presentation of findings; coordinate habitat restoration and monitoring results in professional forums. Interact with private landowners and resource agencies to promote habitat restoration strategies; travel to project sites, including occasional night meetings; multi-task across activities.

Knowledge, Skills And Abilities

Knowledge of life histories of anadromous and resident fishes in the Pacific Northwest. Knowledge of fisheries science and watershed management disciplines (hydrology, fluvial geomorphology, soil science, plant ecology, channel dynamics, sediment transport, and their impact on fish habitat). Knowledge of federal natural resource management policies and laws (e.g., Endangered Species Act, Clean Water Act, National Environmental Policy Act, CFRs). Knowledge of permitting requirements across state, tribal, and local governments. Experience with procurement, contracting, and cost analysis; knowledge of federal construction contracting and bidding procedures. Ability to present technical information to both technical and non-technical audiences; strong written and verbal communication skills. Sensitivity to Tribal culture and ability to work with diverse teams; supervisory experience and adherence to Yakama Nation personnel policies. Ability to travel and perform outdoor and physical work in varying conditions.

Minimum Requirements

Master's degree in Civil Engineering, Hydrology, Fisheries Science or related field. Four years of experience as a team member or task lead managing construction projects or multi-objective investigations related to fish passage, fish habitat, or water resources, including scope, scheduling, estimating, budgeting, tracking, and reporting. Preference for complex interdisciplinary settings. At least ten years of progressively responsible positions in civil engineering, water resources, or fisheries. Physical ability to work in remote areas and in various weather conditions. Pre-employment background check and drug test; valid Washington Drivers License with ability to obtain Yakama Nation Driving Permit. Enrolled Yakama Preference (all qualified applicants are encouraged to apply).

Preferred Requirements

Experience leading large interdisciplinary teams and working with stakeholders at tribal, state, federal, and local levels. Ten years of professional experience in project engineering or construction, with Northwest-specific considerations.
