The Healthcare Quality & Affordability Project Management Office (HQA PMO) team partners with HQA leaders, functional areas across the organization, Stellarus, and other vendor-partners to execute strategic/operational initiatives and continuous improvement focused on process improvement, process documentation, and/or efficiency gains. The Business Analyst, Principal, focuses on business requirements, process documentation, measurement plans, user acceptance testing, and partnering with Project Teams to design and execute them. This role reports to the Senior Director of the PMO. Responsibilities

Identify, elicit, and document business requirements and needs into required artifacts by collaborating with stakeholders and subject matter experts Identify potential risks in business processes and recommend mitigations Develop end-to-end process documentation, current & future state Process optimization through evaluating and enhancing business workflows to improve efficiency Provide highly complex analytical support through the analysis and interpretation of data to find trends, inefficiencies, and/or opportunities for improvement Support User Acceptance Testing (UAT); assisting in testing solutions to ensure they meet the requirements before full deployment Act as a change agent, supporting teams through transitions and adoption of new processes or technologies Drive stakeholder communication; acting as a liaison between business teams and technical teams to ensure alignment Develop, prepare, and analyze reports with highly complex analysis and data for management review, and present to various levels of management Analyze actual results against plan and forecast and recommend interventions where appropriate Qualifications

Your Knowledge and Experience

Requires a college degree or equivalent experience Requires 10 years of prior relevant experience Requires mastery level knowledge of job area typically obtained through advanced education combined with experience. May have deep knowledge of project management Certified Business Analysis Professional preferred Six Sigma Certification preferred Data & Analytics – Knowledge of interpreting reports, trends, and forecasts to support decision-making Project Management Principles – Knowledge/familiarity of methodologies such as Agile, Scrum, or Waterfall to collaborate with teams Business & Industry acumen – Knowledge of market trends, competitive landscape, and operational challenges of healthcare Requirements gathering and documentation – Hands-on involvement in collecting business needs and translating them into actionable insights Solutions implementation – Supporting the development and rollout of new systems, tools, and/or strategies About Blue Shield of California

Hybrid (Default): Work from a business unit-approved office at least two (2) times per month (for roles below Director-level) or once per week (for Director-level roles and above). Exceptions: member-facing and approved out-of-state roles remain remote; employees living more than 50 miles from their assigned offices are expected to work with their managers on a plan for periodic office visits; for employees with medical conditions that may impact their ability to work in-office, we are committed to providing accommodations. On-Site: Work from a business unit-approved office an average of four (4) or more days a week. Physical Requirements
