Performs research, development, test, and evaluation (RDT&E) efforts to improve mission planning, analysis, and execution capabilities for strategic deterrence. Analyzes actual and predictable, interacting, operational activities of systems to obtain a quantitative, rational basis for decision-making through the application of logic and scientific or economic disciplines and techniques. Devises modeling and measuring techniques to investigate complex issues and solve problems. Assists in addressing requirements and the evaluation of data assessment strategies: sampling, statistical analysis, evaluation, flow processing, and management assessment strategies. Develops cost-benefit analysis, data collection, data analysis, risk analysis, simulation model execution, economic analysis, and operational effectiveness studies. Qualifications
Required Qualifications: Must maintain a Top Secret (TS) security clearance and access to Sensitive Compartmented Information (SCI), Nuclear Command and Control - Extremely Sensitive Information (NC2-ESI), North Atlantic Treaty Organization (NATO) and eligibility for Special Access Required (SAR) programs. Bachelors Degree in information technology, engineering, systems analysis and/or systems architecture. Masters degree in applicable program. At least 12 years of DoD experience, with responsibilities in National and Nuclear C4 Systems and Architecture solutions for USSTRATCOM. Experience in critical command and control requirements, inclusive of NC2 and NC3 operational capabilities and procedures. Background and experience with strategic deterrence and global strike planning, including knowledge of Nuclear Command and Control (NC2) and Nuclear Command, Control, and Communications (NC3) operations and capabilities, strategic nuclear operations, joint integrated operations, joint warfighting doctrine, unified Combatant Command (CCMD) structure, and global command and control constructs. Certifications: ITIL v4 Foundations plus one or more of the following DoD 8140 training courses: FITSP-O or GFACT or CASP+ or CCNP Security or CCSP or Security+ (complete within 6 months of hiring). Desired Qualifications: M.B.A. in IT Management, a B.S. in Cybersecurity and Information Assurance, and 12+ years of DoD operational leadership experience. Knowledge of national, Department of Defense (DoD), and Chairman of the Joint Chiefs of Staff (CJCS) guidance, CJCS Emergency Action Procedures, U.S. Strategic Command (USSTRATCOM) Emergency Action Procedures, CJCS Instructions, and Presidential Policy Directives. Experience in supporting USSTRATCOM Global Operations Center (GOC) and/or other operations centers at Combatant Commands, Joint Staff, or DoD levels. Seniorities and Employment
