Summary
Supervises and participates in activities associated with coordinating the use of public Right-of-Way (ROW), including use by private and public utilities, contractors, and the general public. Essential Functions
Coordinate use of the City's Right-of-Way (ROW) for construction and repairs by utility companies, and other ROW uses, to minimize impacts and inconvenience to the travelling public and residents; Conduct administrative analyses, develop and interpret policies, and resolve citizen complaints; Act as liaison between City departments, utility companies, Texas Department of Transportation, and other entities engaged in the excavation or other use of the City's ROW; Coordinate the placement of utilities within the City's ROW; Issue, review, and determine requirements for permits needed by utilities and others for work within with City's ROW; Inspect utility and other worksites within the City's ROW to insure proper street repairs, barricading and traffic control; Maintain records and maps of utility and other work within the City's ROW; Review construction plans and negotiate issues with the ROW user as required; Evaluate ROW users' performance in using and maintaining City ROW upon project completion; Conduct final inspection on completed work to insure compliance with requirements for work performed within the City's ROW. Qualifications
Completion of three years college coursework in engineering, engineering technology, or other closely related field. May substitute related experience for advanced education requirement on a year for year basis with an additional two years experience in utility, public works or similar construction activities, engineering, surveying, or a related field; or any combination of relevant education and experience which provides the following:
Valid current Driver's License
Physical exam required
Knowledge and Abilities
Knowledge of:
Materials, methods, and practices of municipal public works construction and inspection, particularly in the areas of streets and utilities; Fundamental principles of computer operations. Ability to:
Read and interpret engineering drawings; Supervise the work of others; Effectively communicate, and resolve problems, with citizens, other City departments, utility companies, and contractors
Physical Requirements
Continuously lift and carry up to 25 pounds Occasionally lift and carry up to 50 pounds Frequently stand and walk during shift Climb ladders, stairs and other inclined surfaces Occasionally push and pull objects Frequently rotate upper trunk to the right or left while sitting or standing Place arms above, at or below shoulder height Coordinate eye, hand and foot movement in order to operate a vehicle Physical Requirements
