Independently coordinate, schedule, and inspect all phases of routine and complex highway construction projects to ensure quality in accordance with plans and specifications, delivering a safe and reliable transportation system for the public.
Key Responsibilities
Communication:
Collaborate with internal and external staff. Manage project public relations, notify stakeholders of traffic changes, and address concerns from landowners, businesses, and the public. Coordinate lane closure notifications and work with contractors to resolve issues. Contract Compliance:
Ensure construction activities comply with contracts, plans, environmental standards, erosion and sediment controls, safety, traffic controls, and EEO/DBE guidelines. Oversee and perform materials testing. Document and address non-compliance issues. Verify contractor payments monthly. Project Close-outs:
Assist with project close-outs and maintain as-built drawings. Project Documentation:
Maintain materials documentation, daily work reports, diaries, and project files. Record meetings, occurrences, and communications. Issue monthly contractor performance evaluations (CPEs). Project Oversight:
Monitor schedules and budgets, document progress meetings, review costs, and project remaining work. Ensure submittals are reviewed and approved before work begins. Verify proper use and maintenance of support equipment. Safety and Environmental Compliance:
Ensure work zones meet safety standards. Monitor compliance with safety and environmental practices, including erosion and sediment controls. Maintain a safe and organized work environment. What Will Make You Successful
Strong oral and written communication skills with contractors, staff, and the public. Ability to apply mathematical formulas and engineering principles for field adjustments. Ability to read and interpret roadway, structure, and bridge plans, contracts, and specifications. Experience maintaining project records, reports, and documentation. Knowledge of roadway, bridge, and structure construction methods, standards, and materials. Familiarity with safety, environmental, EEO, and DBE guidelines. Physical ability to work in field conditions, including lifting, climbing, stooping, and working in confined spaces or at heights. Skill in using engineering/testing equipment, computers, and software applications. Ability to work independently and provide guidance to others. Minimum Qualifications
Experience in construction inspection, including methods, materials, and standards. Knowledge of mathematics, including algebra, geometry, and trigonometry. Ability to record and maintain detailed project documentation and reports. Ability to work independently and in teams while training or guiding others. Experience applying safety, environmental, EEO, and DBE regulations. Possession of or ability to obtain required certifications within 12 months. Skill in engineering/testing equipment and project management software. Additional Considerations
Training, education, or experience in Construction or related fields. Certifications such as: ACI Concrete Field Level I (CCWA) or WACEL Concrete I Asphalt Field Level I & II DEQ Inspector for Erosion and Sediment Control (ESC IN) DEQ Inspector for Stormwater Management (SWM IN) Flagger, Guard Rail Installer Training (GRIT), Pavement Marking Intermediate Work Zone Traffic Control Safety Radiation Safety, Soils & Aggregate Compaction CPR with AED, First Aid, and Bloodborne Pathogens (BBP)
Experience in road and bridge construction inspection with a DOT or consultant. Experience overseeing construction staff and projects. Proficiency in MS Office and project management software (e.g., AASHTOWare Project). Completion of fall protection and confined space training.
