Overview

Senior Civil Engineer role at City of Jurupa Valley. Under general supervision, performs advanced and complex professional civil engineering work related to design, development, investigation, construction of land development projects, public works and/or capital projects, and specialized traffic engineering assignments; provides lead direction over assigned staff; and performs related duties as required. Responsibilities

Review project plans and specifications involving hydrology, traffic and soils reports and calculations, including grading plans, sewer plans, wastewater facility plans, street plans, traffic studies, soils reports, and related documents; prepare conditions for approval. Participate in preparation of cost estimates, construction specifications and financial reports; administer project budgets and development fee impact assessments; oversee plan checks and development fee updates. Prepare requests for proposals; evaluate proposals, select consultants, and administer construction projects. Attend public hearings and meetings; act as liaison between staff, developers, contractors, consultants, and the public on engineering planning, cost updates, reimbursements, and capital improvements design. Provide project direction to City consultants and attorneys regarding scope of work; administer professional services contracts; resolve project issues in writing or verbally. Develop and revise engineering procedures, policies, standards and guidelines related to projects. Prepare construction inspection reports, non-compliance letters, bond and fee letters, environmental status reports, and public education materials; prepare fixed asset reports. Prepare agenda and staff reports for City Council actions; conduct field reviews and prepare quarterly progress reports. Review plan check inquiries and recommendations from staff; ensure compliance with laws, ordinances, and acceptable standards. Represent the City in eminent domain property acquisition cases when required. Other related duties as required. Qualifications

Knowledge Of Civil and structural engineering design and construction; grading and subdivision design ordinances and standards. Water supply, pumping, storage and distribution; wastewater collection, treatment and disposal; hydrology, hydraulics and soil mechanics; surveying standards. Subdivision Map Act, Uniform Building Code, Caltrans Design Manual, Green Book specifications; public agency budgetary and contract administration; risk management; municipal governance; and related regulations. Ability To Lead and perform advanced level civil engineering duties; prepare designs, computations, plans and studies. Review complex designs, respond to emergencies, interpret laws and regulations, and administer projects and contracts. Conduct negotiations, manage multiple concurrent projects, and communicate effectively with diverse stakeholders. Provide lead, technical, and functional guidance to staff; organize work and meet deadlines; use computer systems and software pertinent to work. Experience And Training Guidelines A minimum of four (4) years of increasingly responsible professional civil engineering experience equivalent to an Associate Engineer. Education: Bachelors degree in Civil Engineering or closely related field, or Engineer in Training (EIT). A Masters degree is highly desirable. Licenses: California drivers license; Professional Civil Engineer license issued by the California Board; Land Surveyor license is desirable. Additional certifications in storm water and traffic engineering may be required depending on assignment. Licenses And Certifications California drivers license and proof of insurance. Professional Civil Engineer license in California. Land Surveyor license is desirable. Qualified SWPPP Practitioner and Developer (QSP/QSD), CPSWQ, Traffic Engineer license (desired). Special Requirements Employee may be required to work extended hours including evenings and weekends. Working Conditions

Office environment with possible fieldwork under varied weather conditions; occasional exposure to dust, fumes, noise, and hazardous equipment. Must be able to visit development and meeting sites and operate a vehicle safely. Mental Demands Regularly interfaces with City staff, management, the public, and regulatory bodies; handles changing deadlines and multiple tasks; exercises judgment in applying policy and engineering principles.
