Assistant Traffic Operations Engineer

Job Description and Duties

Under the general direction of the Senior Transportation Engineer, the employee is responsible for preparing and reviewing Traffic Operations Analysis Reports (TOAR) and conducting Intersection Safety and Operational Assessment Process (ISOAP) analyses across the district. Duties include preparing and reviewing traffic engineering studies to support capital outlay projects, identifying safety and operational deficiencies on the state highway system, and performing site evaluations. The employee will need to travel district-wide and attend public meetings and hearings to explain decision-making, methodology, and policy practices related to traffic engineering principles. Knowledge of the Highway Capacity Manual (HCM), Caltrans Highway Design Manual (HDM), and the California Manual on Uniform Traffic Control Devices (CA MUTCD) is required. Proficiency with traffic analysis software such as Highway Capacity Software (HCS), Synchro, SimTraffic, and SIDRA is essential. If qualifying under Pattern II and requiring the TE Civil in-person written hurdle exam, do not take the TE Civil online exam before passing the written test, as it may impact your eligibility. Special Requirements

Possession of a valid drivers license is required when operating a State vehicle. Range D appointment requires a valid Professional Engineering License (Civil) issued by the California Board of Registration for Professional Engineers. Licensure is not required for other ranges. A Statement of Qualifications (SOQ) is required, limited to two pages in 12pt font, addressing your qualifications related to traffic engineering principles, teamwork, and the Caltrans 2025-2028 Strategic Plan's Safety First goal. Failure to include the SOQ disqualifies the applicant. Verification of Minimum Qualifications will be conducted prior to interview or appointment. Unofficial transcripts or diplomas are acceptable for verification; foreign transcripts require an U.S. equivalency report from approved agencies listed at https://www.naces.org/members or https://aice-eval.org/.
