Training And Development Specialist

The Louisiana Office of Juvenile Justice (OJJ) is committed to protecting the public by providing safe and effective individualized services to youth, who will become productive, law-abiding citizens. We are seeking a dynamic and experienced Training and Development Specialist to lead and support staff development initiatives across the agency. This role is essential to ensuring that employees are equipped with the knowledge, skills, and competencies needed to serve justice-involved youth effectively and safely. The ideal candidate will bring expertise in instructional design, adult learning principles, and a passion for workforce development in a mission-driven environment. An ideal candidate will possess the following core competencies: Accepting direction: The ability to accept and follow directions from those higher in the chain of command. Training others: The ability to facilitate the acquisition of work-related knowledge and skills in an effort to improve employee performance. Communicating effectively: The ability to relay information correctly and appropriately to connect people and ideas. Developing performance: The ability to assist others in advancing their skills, knowledge, and performance levels over time. Developing plans: The ability to prioritize tasks and competing demands to create accurate plans. Displaying expertise: The ability to exhibit specialized skills or knowledge gained from experience or training. Minimum qualifications: Three years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or administrative services; or six years of full-time experience in any field; or a bachelor's degree. Experience substitution: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job duties: Design, develop, and deliver training programs for staff at all levels, including onboarding, compliance, and professional development. Conduct needs assessments to identify skill gaps and recommend targeted learning solutions. Facilitate in-person and virtual training sessions using engaging, interactive methods. Evaluate training effectiveness and adjust content based on feedback and performance metrics. Maintain accurate training records and ensure compliance with state and agency requirements. Collaborate with subject matter experts, supervisors, and leadership to align training with operational goals. Support certification programs, continuing education, and leadership development initiatives. Stay current with best practices in juvenile justice, trauma-informed care, and instructional technology.
