Water Conservation Manager

A full-time Water Conservation Manager position is available with the City of West Jordan, UT. The role involves developing and administering water conservation programs in compliance with local, state, and federal requirements. The manager will educate and instruct customers on efficient water use practices, maintain records of water conservation activities, and gather, analyze, and interpret data for evaluating customer water usage. Additionally, the manager will develop and present program concepts for city-wide implementation, create media educational materials, and educate consumers at various community events and venues, including schools. The manager will also participate in multi-agency community outreach events and activities. The position involves professional engineering work related to the design, CAD, surveying, mapping, construction, management, and inspection of water, irrigation, and landscaping projects. The Water Conservation Manager will exercise direct supervision over maintenance and office staff. Essential duties include managing a comprehensive municipal water conservation program, evaluating new and existing water savings programs, collecting and interpreting water use data, developing and managing a public education and outreach program, participating in creating and promoting water conservation regulations, applying for and managing water conservation grants, and serving as the City's representative at community meetings to promote water conservation techniques. Development review duties include reviewing subdivision plans, site plans, and private contract projects for conformance with City ordinances, policies, standards, and accepted engineering practices. Project engineering duties involve acting as a project engineer, researching applicable codes, regulations, and requirements for assigned projects, developing and overseeing construction plans and specifications, and coordinating construction phase services. Minimum qualifications include a Bachelor's degree with major coursework in civil engineering or a related field, two years of experience in civil engineering or related field, and a valid Utah Driver's License. A State Fundamentals of Engineering Certificate (E.I.T.) is preferred. The position requires knowledge of water system principles, irrigation and landscape design, data analysis techniques, customer surveys, and effective internet utilization. Skills include analyzing water conservation problems, identifying alternatives, and recommending solutions, as well as principles and procedures of record keeping and reporting. Working conditions include the ability to work in a standard office environment with some ability to kneel, stoop, climb, and lift 75 lbs., some exposure to outdoors, vibration, and mechanical hazards, and the ability to travel to different sites and locations.
