Job Title: Environmental Engineer

Help review proposed construction, facilities maintenance, and training actions and determine needed studies, supporting documents, and consultations required to complete the NEPA process for the proposed project. Prepare and review NEPA documents at all levels, including EA, EIS, and categorical exclusions; including determining needed studies, supporting documents and consultations required to complete the NEPA process for the proposed project. Determine whether work should be performed in-house or contracted and ensure contractor schedules are integrated with program requirements. Establish work schedules, determine priorities, coordinate work with other section employees, promote team building, and ensure program quality across contractor and in-house products. Manage complex contracts for environmental planning services. Serve as the Contracting Officer's Technical Representative (COTR) on contracts to ensure preparation of technically adequate, timely and cost-effective planning products. Prepare and present briefs to Navy leadership, senior-level officials in federal, state, and local government, as well as the public. Mentor junior environmental planners and assist the supervisor with program management. Must be a US Citizen. Must be determined suitable for federal employment. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. You will be required to obtain and maintain a current valid United States driver's license. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. Professional Engineer (PE) License is required for the 0819 Job Series position. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. This position has a selective placement factor that will be used to screen out ineligible candidates. The Selective Placement Factor is: You must be a currently licensed/registered Professional Engineer (PE) if applying as an Environmental Engineer (0819 series). Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. ***NOTE: A copy of your current license/registration showing the expiration date MUST be submitted with your application in order to be considered for this position. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. In addition to the Basic Requirements and Selective Placement Factor (for series 0819), your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Applying working experience with the National Environmental Policy Act (NEPA) and key related environmental laws [such as the National Historic Preservation Act (NHPA), Endangered Species Act (ESA), Magnuson-Stevens Fishery Conservation and Management Act, and Clean Water Act (CWA)] to protect natural resources; 2. Preparing and reviewing Categorical Exclusions (CATEX), Environmental Assessments (EAs), or Environmental Impact Statements (EISs) to assess the environmental impacts of proposed operations and/or construction projects; 3. Reviewing facilities maintenance requirements to identify potential environmental impacts, applicable permits, or best management practices to support planning studies, project scope, and budget development; and 4. Using written and verbal communications to convey technical and risk management advice related to NEPA planning to leadership. NOTE: This information must be fully supported in your resume. Applicants must possess: FOR 0401 Job Series: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. FOR 0819 Job Series: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. FOR 1301 Job Series: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
