Primary Job Title:Staff Project Controls SpecialistAlternate/Related Job Titles: Project Scheduler Cost Control Specialist Construction Project Analyst Planning & Scheduling Engineer Project Controls EngineerLocation:Phoenix, AZOnsite Flexibility:OnsiteContract Details: Position Type: Contract-to-Hire Contract Duration: 12 months Start: 10/06/2025 End: 10/03/2026Job Summary:The Staff Project Controls Specialist will support the internal Project Management Team in planning, tracking, and delivering critical infrastructure projects on schedule and within budget. This role oversees cost control, Primavera P6 scheduling, reporting, change management, and performance tracking across engineering, procurement, and construction workflows.Key Responsibilities: Lead and manage all project control processes with internal teams Set up and maintain Enterprise Planning & Controls software Analyze and report project metrics, cash flow, and schedules Create and manage Work Breakdown Structures (WBS) Coordinate procurement planning, scheduling, logistics, and cost tracking Review and approve Purchase Orders/Subcontracts for proper cost coding Prepare reports for project audits, change orders, and contingency forecasts Monitor and analyze KPIs, progress curves, and earned value Conduct "what-if" schedule simulations and forensic analysis Develop and distribute scheduling reports with appropriate formatting Collaborate with stakeholders to maintain project alignment and execution Perform quality checks, field audits, and material takeoffs Support project planning meetings and reporting requirementsRequired Experience: Bachelor's degree in Engineering, Construction Management, or related field; or equivalent experience 3+ years of project controls experience Excellent written and verbal communication skills Proficient in Microsoft Office and Power BI Familiarity with earned value management, KPIs, and scheduling techniques OSHA 10-hour safety certification (or ability to obtain)Nice-to-Have Experience: Experience with Oracle Primavera P6 Prior work on engineering, procurement, and construction (EPC) projects Knowledge of schedule logic ties and resource loading Understanding of cost forecasting and audit preparation Experience working in infrastructure, energy, or municipal project settingsRequired Skills: Project controls and cost management Schedule creation and analysis (Primavera P6 preferred) KPI monitoring and earned value reportingPreferred Skills: Power BI reporting Engineering or infrastructure project experience Change order and contingency cost analysisAdditional Skills: Work Breakdown Structures (WBS) Field progress measurements Material takeoffs and project forensic analysis Interfacing with accounting and audits Use of enterprise planning toolsBenefits: Medical, Vision, and Dental Insurance Plans 401k Retirement FundAbout the Client:Infrastructure Engineering FirmWe design and build essential infrastructure for cities.
