The USCG SFLC Data Systems Modernization program is a DHS-aligned initiative to modernize and integrate critical naval engineering logistics systems. The effort emphasizes replacing outdated databases, improving analytics, implementing Power Platform applications, and establishing API-based interoperability to enhance decision-making, operational efficiency, and mission readiness. Ennoble First provides program management, agile software delivery, and technical integration expertise to ensure the Coast Guard achieves modernization objectives on time and within budget. Job Summary

Ennoble First is seeking a

Project Manager

to serve as Key Personnel overseeing all contractor activities under the SFLC modernization effort. The Project Manager will act as the Government's single point of contact, providing leadership across planning, reporting, stakeholder engagement, and Agile execution. Key Responsibilities

Act as the principal interface with the Contracting Officer (CO) and Contracting Officer's Representative (COR). Lead program management activities including kickoff, post-award conference, and monthly progress reviews. Develop and maintain required planning documents: project management, quality management, risk mitigation, performance management, and configuration management plans. Ensure contractor work aligns with USCG objectives, schedules, and compliance requirements. Provide monthly progress reports covering milestones, blockers, labor, and costs. Oversee Agile program execution, backlog prioritization, and product demo delivery. Manage contractor staff performance, compliance, and professional conduct. Ensure continuous performance improvement and proactive risk mitigation. Required Qualifications

Bachelor's degree in IT, Business Management, or related field. 12+ years of IT project/program management experience. Experience leading modernization projects of similar scope and complexity, including: Legacy database migration and integration with modern architectures. API-based system interoperability across supply, finance, and maintenance domains. Agile delivery with backlog management, MVP development, and sprint-based releases. PMP certification (or equivalent). Demonstrated leadership managing Federal IT modernization programs. Knowledge of DHS/USCG IT standards, cybersecurity policies, and enterprise architecture compliance. Excellent communication skills and experience briefing senior Government stakeholders. Desired Qualifications

Master's degree in IT, Business, or related discipline. Experience leading modernization programs for DHS or USCG. Experience leading application development and modernization using Microsoft Power Platform. Familiarity with Section 508, DHS 4300A, and Cybersecurity Supply Chain Risk Management (C-SCRM). Pay Range

155-180k The Ennoble First pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
