Overview
The City Engineer is a key strategic leader responsible for advancing Grantsville City's infrastructure through proactive planning, design, and oversight of engineering projects. This position plays a central role in shaping the long-term physical development of the community by guiding infrastructure improvements aligned with the Citys General Plan, capital improvement priorities, and growth projections. The City Engineer collaborates extensively with Planning & Zoning, Public Works, Building, developers, and external consultants to ensure that planning efforts translate into sustainable, code-compliant, and forward-looking engineering solutions. Key Responsibilities
Develop engineering strategies that support the Citys Master Plan, Capital Improvement Plan (CIP), and long-range planning initiatives. Coordinate engineering input and analysis for land use applications, site plan reviews, and zoning amendments. Prepare, review, and maintain engineering plans, specifications, and standard details in alignment with planning objectives and community development goals. Draft and issue Requests for Proposals (RFPs) and manage contracted engineering services with an emphasis on strategic planning and quality assurance. Support the Planning & Zoning Commission with technical reviews and attend planning meetings as required. Work closely with Public Works to plan and prioritize infrastructure maintenance, replacement, and expansion projects. Provide professional guidance on planning-related policies, ordinances, and regulations that impact city infrastructure. Monitor regional, state, and federal infrastructure trends to ensure alignment with best practices in urban and municipal planning. Assist with grant writing and funding strategies to support long-range capital projects. Prepare detailed reports, maps, and presentations to inform elected officials, staff, and the public. Perform additional duties as assigned by the City Manager. Minimum Qualifications
Licensed Professional Engineer (P.E.) in the State of Utah in good standing with the Utah Department of Occupational and Professional Licensing (DOPL). Minimum of five (5) years of progressively responsible experience in municipal engineering with a focus on infrastructure planning, design, and implementation. Strong working knowledge of land use regulations, building codes, and development review processes. Experience working effectively with elected officials, developers, and the public. Valid Utah drivers license. Preferred Qualifications
Strong knowledge and experience with: Long-range and capital improvement planning Public infrastructure design, construction, and asset management Pavement, water, sewer, stormwater, and facility systems Urban and municipal land use planning integration GIS and engineering design software Local, state, and federal engineering regulations and codes Public procurement, project budgeting, and scheduling Familiarity with planning-related processes such as zoning, subdivision, and permitting. Skills And Abilities
Strong leadership in infrastructure planning and policy development. Excellent communication and collaboration skills across departments and with the public. Ability to interpret and apply planning principles to engineering design and review. Detail-oriented with a strategic mindset and the ability to manage evolving priorities. Effective at preparing and presenting complex technical and planning information in accessible formats. Ability to analyze and solve problems with long-term implications in mind. Committed to public service, ethical decision-making, and continuous improvement. Work Schedule
The typical work hours for this position are 8:00 AM to 5:00 PM, MondayFriday. Additional hours will be required as this position is responsible for attending City Council meetings and other meetings as necessary. How To Apply
