Summary King County Procurement & Payables is the centralized team that manages the sourcing, purchasing and payment process for King County. The Procurement & Payables' training program leverages instructor-led, virtual (live) training to build relationships and establish foundational policy and process knowledge, while using on-demand training to deliver scalable, self-paced content that provides more detailed information about specific topics. The training program consists of live webinars for employees and suppliers, on-demand e-Learning, and other education resources. We are embarking on a strategic initiative to transform our training program. To support this, Procurement & Payables is seeking a
Project/Program Manager - Instructional Design & Delivery
to create modular training paths, build and implement engagement strategies, and curate content. Scope of Job Duties Maintains central knowledge base of documentation including training calendar/implementation schedules, process flows and version control Manages the logistics for virtual live trainings, coordinates with subject matter experts, and handles technical issues; Facilitates virtual live trainings Designs and develops core learning modules, following strategic and content roadmaps Conducts job task analysis and designs and develops modularized courses that map to specific roles or learning paths Gathers and analyzes feedback to improve content quality and delivery methods Manages intake request process Creates training assets including job aids, checklists, and quick reference guides; ensures all new training assets meet accessibility standards Creates user guides, FAQs and communication materials that help learners navigate their paths Learning administration including updating training records and providing LMS support Minimum Qualifications
Understanding of adult learning theory and instructional design models (ADDIE, Kirkpatrick, Gagne, SAM, Blooms Taxonomy) Experience designing, coordinating and delivering live trainings or presentations for large groups Experience with video production/editing (e.g., screen capture, software demo/tutorial) and e-Learning design, with proficiency in design software (e.g. Articulate, Captivate, Camtasia) Experience in instructional design and content development Ability to use the Web Content Accessibility Guidelines (WCAG) to ensure training content meets Americans with Disabilities Act (ADA) digital accessibility requirements Strong communication, interpersonal, writing and customer service skills Intermediate level of technology proficiency using MS Office Productivity tools in your daily work Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Work Schedule:
This position is Exempt from the provisions of the Fair Labor Standards Act and therefore is NOT overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday. Union Representation:
This position is Teamsters 117 represented.
Employees will be provided with a County issued laptop. When working remotely, employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work, remain available and responsive during scheduled work hours, and follow FBOD's hybrid/remote Guidelines including on-camera participation during virtual video meetings.
