Senior Environmental Specialist (Hazardous Materials)

Overview
This is a professional role providing oversight and coordinating inspections, testing, and enforcement of air, soil, and water pollution control ordinances, hazardous waste management or collection, as well as emergency response for hazardous material incidents and spills in Alachua County. Responsibilities
Coordinate field and laboratory activities related to water quality, air, or soil quality, or other environmental monitoring, assessment and remediation. Provide technical review and oversight of contaminated site remediation and regulatory activities regarding hazardous materials and hazardous waste collection. Coordinate with other regulatory agencies and municipalities on inquiries and code requirements; provide guidance and enforcement of federal, state and local environmental regulations. Evaluate inspection and monitoring data from multiple sources (e.g., solid waste management sites and hazardous materials management facilities); prepare reports and recommendations. Prepare case evidence and testify, as needed, at administrative hearings and/or court as a technical witness or enforcement officer and/or to support enforcement actions. Perform rotational 24/7 on-call and emergency response for hazardous materials incidents/releases; coordinate remediation of spills; interact with inter-agencies, state and federal agencies as required. Conduct periodic compliance and enforcement inspections of regulated facilities and sites to ensure compliance with local codes, ordinances, and regulatory programs; review permits and compliance status. Manage remediation activities at environmental sites, including oversight of engineering contractors for monitoring, contamination assessments and remedial actions to ensure regulatory compliance. Prepare and review purchase orders, work orders, and invoices for services or goods provided by contractors and vendors supporting regulatory programs or hazardous materials and waste management programs. Perform emergency spill response for hazardous materials or petroleum product spills to support first responders and coordinate remediation of spills. Assist in developing pollution control, air pollution and hazardous/solid waste elements of land development regulations, the County Comprehensive Plan, and ordinances and regulations. Oversee and enforce compliance with regulations, including proper storage, handling, transportation and disposal of hazardous materials; respond to inquiries and complaints from citizens and agencies. Investigate complaints regarding violations of environmental regulations and documentation, to determine corrective action and resolution; coordinate hazardous materials outreach and education. Prepare and revise procedures and implement staff training on hazardous materials safety policies and documentation. Operate motor vehicles as needed to perform field tests, inspections, and emergency response to determine code compliance and support environmental monitoring. Qualifications and Requirements
Bachelors degree with major course work in environmental science, environmental engineering, chemistry, natural science, or related field, and three years of professional-level environmental experience; or any equivalent combination of related training and experience. Applicants within six months of meeting the education/experience requirement may be considered for trainee status. Valid Florida Driver License required; Motor Vehicle Record must meet Alachua County policy. MVR reviews occur prior to employment. If in the past 24 months the MVR has more than three moving traffic infractions or three or more at-fault accidents (or a combination) or violations of law/regulation, the minimum qualifications are not met. Successful completion of a pre-employment drug screen, Hazmat physical examination, and successful completion of all applicable background checks pre-hire and ongoing are required. Hazardous Waste Operations and Emergency Response (HAZWOPER) 40-hour Certification required within 6 months of hire; 8-hour refresher course required every year to maintain certification. This is an emergency essential classification; employees must work upon declaration of a disaster or emergency. Evidence of a positive customer service focus and alignment with County core values. Knowledge, Skills, and Abilities: Thorough knowledge of environmental regulations, programs and policies; knowledge of sampling procedures and equipment; knowledge of local, state, and federal rules and ordinances. Knowledge of hazardous materials and waste regulations and emergency response operations; working knowledge of MS Office Suite, ArcMap, GIS, data management and validation; knowledge of Incident Command, National Incident Management System and Unified Command. Skill in operating motor vehicles and equipment; ability to apply engineering and scientific principles; ability to communicate effectively verbally and in writing; ability to prepare concise technical reports, research problems, formulate recommendations, and compile reports. Ability to establish and maintain effective working relationships with co-workers, the public and other County agencies; ability to clearly communicate with 911 dispatchers and emergency personnel.
