POSITION TITLE:
504, Testing, and Pre-Referral Coordinator
OVERVIEW : The 504, Testing, and Pre-Referral Coordinator plays a vital role in supporting student success by managing and coordinating Section 504 evaluations and plans, facilitating the pre-referral process leading up to special education evaluations, and overseeing building-level standardized testing programs. This position ensures compliance with relevant laws and district policies, collaborates with educators, families, and specialists, and supports timely, data-driven decisions regarding student accommodations and interventions. The Coordinator also manages logistics and compliance for assessments including PSAT, SAT, AP exams, and state testing.
QUALIFICATIONS:
Appropriate Pennsylvania certification in one or more of the following: Elementary and Secondary School Counselor PK-12 Secondary School Counselor 7-12 Special Education (PreK-12) Special Education 7-12 Strong knowledge of Section 504 evaluation and plan processes, pre-referral interventions, and standardized testing requirements Ability to coordinate multiple tasks and ensure compliance with timelines and legal requirements Proficiency in technology for data management, communication, and reporting Excellent interpersonal skills for collaboration with teachers, administrators, parents, and community professionals
Must have a clear criminal background on all 3 PA required clearances.
ESSENTIAL JOB FUNCTIONS: Section 504 Evaluation Coordination:
Manage the referral, evaluation, development, implementation, and monitoring of Section 504 plans to ensure compliance with federal and state regulations. Pre-Referral Support:
Facilitate the pre-referral process by coordinating data collection, intervention planning, and progress monitoring that supports decision-making leading up to special education referrals and evaluations. Testing and Assessment Coordination:
Oversee all building-level standardized and state assessments including PSAT, SAT, AP exams, and state testing. Responsibilities include scheduling, organizing logistics, training staff, administering tests, ensuring security, and reporting results. Compliance and Documentation:
Maintain accurate records and documentation related to 504 evaluations, pre-referral interventions, and assessments in accordance with FERPA and district policies. Collaboration:
Work closely with school psychologists, special educators, counselors, teachers, and families to coordinate services and supports. Communication and Training:
Provide training and technical assistance to staff and families on 504 regulations, evaluation procedures, assessment protocols, and intervention strategies. Data Management:
Utilize data systems to track referrals, evaluations, assessments, and outcomes; generate reports for administrative review and compliance monitoring. Problem Resolution:
Address concerns and questions from parents, staff, and students related to 504 services, testing, assessments, and pre-referral procedures. Professional Development:
Stay current with changes in laws, regulations, and best practices related to Section 504, special education eligibility, student support services, and standardized testing.
Additional Duties:
Perform other duties as assigned by the Assistant Superintendent of Pupil Services.
