Overview

The California State University, Office of the Chancellor, located in Long Beach, CA, is seeking an Accessible IT Procurement Specialist to support strategic IT accessible procurement and ensure systemwide compliance with state and federal regulations. This role provides expertise in IT procurement accessibility, aligns with accessibility laws, and advances digital accessibility at scale. The position is approved for telecommuting (two days remote, three days in office) with onsite work at the main headquarters in Long Beach. The CSU Chancellors Office serves as the headquarters for the nations largest and most diverse system of higher education.

Responsibilities
  • Review Information and Communication Technology (ICT) acquisitions; engage vendors to ensure accessibility conformance; conduct due diligence for ICT acquisition requests submitted via CSUBuy or by Procurement and Contract buyers; determine impact and critically review accessibility conformance documentation.
  • Lead expert-level analysis of ICT acquisitions using automated and manual testing methodologies.
  • Provide high-level risk assessments and remediation strategies for accessibility compliance gaps.
  • Coordinate and document accessibility conformance in the systemwide repository (e.g., VPATs, roadmaps, accessibility statements) to determine product accessibility levels.
  • Critically review accessibility conformance documentation per framework guidelines and follow up with vendors on ambiguous or missing information.
  • Coordinate vendor accessibility demonstrations to provide high-quality barrier information.
  • Develop Equally Effective Alternate Access Plans (EEAAPs) to address barriers; distribute EEAAPs via the systemwide repository.
  • Maintain timely communication with all parties to ensure vendor responsiveness and transparency; engage vendors until requested information is supplied.
  • Continuously analyze, optimize, and revise accessible procurement framework procedures to increase CO and systemwide adherence and meet legal obligations and due diligence.
Consultation, Collaboration & Training
  • Lead and mentor a network of CSU accessibility procurement specialists; establish best practices and knowledge-sharing forums.
  • Advise campus leadership on accessibility compliance risks in procurement contracts.
  • Provide expertise to the Director of Digital Accessibility when developing systemwide accessible procurement policies and best practices; collaborate with CSU leadership to refine accessibility frameworks.
  • Support CSUBuy workflow improvements for accessible procurement of ICT.
  • Develop resources to educate campus stakeholders on accessible procurement; lead systemwide training programs and mentor campus teams.
  • Work with Procurement and Contracts, vendors, requestors, and other stakeholders to review ICT acquisitions for accessibility conformance and provide expert consultations on complex accessibility issues.
  • Participate in the accessible procurement Community of Practice (CoP), including developing agendas and topics related to ICT accessibility conformance.
  • Integrate accessibility and information security compliance workflows to streamline processes and create unified, efficient compliance frameworks.
  • Promote accessible procurement principles with a diverse group of stakeholders and maintain cooperative, productive relationships as a team member.
Reporting & Administration
  • Contribute to CSU ATI systemwide reporting initiatives with accurate data and insights related to accessible procurement.
  • Assist the Director of Digital Accessibility in developing systemwide procurement policies and oversee compliance reporting for CSU leadership.
  • Prepare strategic reports analyzing systemwide procurement accessibility trends and recommend policy improvements.
  • Deliver statistics on demand related to accessible procurement to support data-driven decision-making.
  • Evaluate existing and emerging technologies for compliance with accessibility standards and inform procurement decisions.
  • Collaborate with the Director of Digital Accessibility to develop internal and systemwide procedures and policies ensuring alignment with best practices and accessibility requirements.
Standards & Practices
  • Stay informed about industry trends, legal requirements, and emerging technologies related to accessible procurement.
  • Organize multiple ongoing vendor requests effectively, managing time and priorities with minimal supervision.
  • Stay informed on emerging technologies and assess their impact on accessibility.
Qualifications

This position requires:

  • Bachelors degree in a related field or an equivalent combination of education and relevant professional experience.
  • Five to seven years of progressively responsible experience in IT procurement accessibility, including policy development and strategic planning.
  • Experience with automated testing tools and manual testing methodologies for evaluating accessibility.
  • Comprehensive knowledge of Section 508, the Americans with Disabilities Act (ADA), the ADA Amendments Act, and related accessibility laws and regulations.
  • Advanced expertise in interpreting and applying WCAG 2.1 AA standards, Section 508, and the ADA in procurement workflows.
  • Strong proficiency in applying WCAG principles to assess accessibility for digital interfaces.
  • Ability to coordinate multiple tasks and stakeholders, including third-party vendors and representatives from public and private sectors.
  • Extensive experience with project management tools, assistive technologies, and large-scale projects across multiple stakeholders.
  • Excellent written and verbal communication skills and the ability to work with diverse teams.
  • Experience leading enterprise-wide accessibility audits and risk assessments in IT procurement.
Preferred Qualifications
  • Masters degree or equivalent expertise in accessibility technology with leadership in large-scale accessibility programs preferred.
  • Certification as IAAP CPACC, WAS, or DHS Trusted Tester strongly preferred.
  • Five to seven years of direct experience in accessible IT procurement with a proven track record of ensuring compliance.
  • DHS Trusted Tester certification preferred.
  • Experience conducting usability testing with people with disabilities and understanding interaction with assistive technologies.
  • Extensive knowledge of Section 508, ADA, ADA Amendments Act, and related accessibility laws as they apply to ICT acquisitions in higher education.
  • Strong technical skills in ICT procurement processes and WCAG knowledge to ensure compliance and usability.
  • Hands-on experience with assistive technologies across desktop and mobile platforms (e.g., JAWS, NVDA) to inform vendor demonstrations.
