19-00182 Who We Are:
The Solar System Science and Exploration Division employs scientists and engineers who conduct basic observational, modeling and theoretical research in a wide range of solar system and astrophysical topics and are active in the scientific and instrumentation components of several space missions. Objectives of this Role:
Provide planning skillset to support Senior Planners with Space Science Instrumentation, Avionics, and Spacecraft engineering development projects. Creating and maintaining an Integrated Master Schedule (IMS). Provide entry-level Planner skillset to support Senior Planners/Project Managers with the development and maintenance of detailed, intermediate, and top-level integrated schedules in accordance with current best practice industry standards (e.g. NOAA, NASA, DoD, DoE). Assist/Develop schedules with adapted work breakdown structure (WBS) that encompasses the life-cycle developmental processes or aerospace hardware and software elements. Provide support to Senior Planners on schedule analysis, tracking performance metrics, and forecasting. Planners use Industry Standards applicable to project planning, scheduling, project controls, and Earned Value Management (EVM) application and implementation. Support future proposals with development of an Integrated Master Schedules (IMS). Daily and Monthly Responsibilities:
Support current/upcoming mission/instrument projects working with Project Mangers/Senior Planners to create and maintain an Integrated Master Schedule (IMS) Using Microsoft Project or Primavera. Provide time-phased critical path predictive analysis and actionable planning data. Gather, incorporate and report on schedule information regarding quality and performance assessments. Maintain schedule tracking metrics and develop reports regarding schedule health. Proficient in resource loading and managing hour estimates to complete in the schedule software for comprehensive project control/schedule management. Coordinate with financial analysist to assess project programmatic health within the monthly reporting period cadence. Support with generating monthly deliverables for reporting. Attend and participate in assigned project team meetings (internal and external). Meet and communicate on a recurring basis with staff members acting as leads, control account managers (CAMs), deputy project managers, project managers, and others who are supporting assigned project(s) to facilitate situational awareness. Requirements:
Requires a Bachelors degree in Business Administration, Project Management or similar degree with related experience. 3+ years: Hands-on experience with project planning and scheduling using schedule software (e.g. MS Project, Primavera); following scheduling processes to achieve high product quality and accuracy; and applying Industry/Government standards. 3-5 years: Adept and knowledgeable with executing Project Planning process, and within a monthly rhythm, pertaining to WBS and Dictionary formulation preceding schedule construction; and the implementation, application, and use of a work breakdown structure (WBS). 3-5 years: Intermediate knowledge of business management principals and application; contract and subcontract management, and procurement processes. Knowledge of various engineering discipline developmental is beneficial. 2+ years: Knowledge and experience with Earned Value Management (EVM). A valid/clear driver's license is required.
