Overview
The Controller's Office maintains the County's financial accounting system, processes disbursements and journal entries, produces independently audited and award-winning annual financial reports, and performs internal audits of departments' operations. The San Mateo County Controller's Office is seeking highly qualified candidates for the position of Finance & Administration Division Manager. The person hired for this position will manage the Finance & Administration Division and provide staff support, financial guidance, administration, and leadership within the Controller's Office. This is a continuous recruitment; the final filing date may be extended and is subject to change.
Responsibilities
Assist in the development, implementation and interpretation of administrative policies and procedures.
Provide complex financial support to senior level management.
Oversee day-to-day administrative support functions including preparation of the department’s budget, County Cost Allocation Plan, State Mandate reimbursement claims, Compilation of Countywide Schedule of Expenditures of Federal Awards, and the Popular Annual Financial Report (PAFR).
Organize, direct, and coordinate the Controller’s Office’s administrative and operational activities.
Prepare, coordinate, and submit the Controller's Office operational budget, performance measures, and budget activities with the County Manager's Office.
Coordinate, review, and submit Countywide SB90 State Mandates claims to the State Controller's Office.
Coordinate, prepare, and submit Countywide Cost Allocation Plan to the State Controller Office.
Develop productive hour rates and Indirect Cost Rate for SB 90 claims.
Coordinate and compile the Countywide Schedule of Expenses of Federal Awards for Single Audit Report.
Manage Controller’s Office fiscal processes, including Accounts Payable, General Ledger transactions analysis, and Employee Expense Reimbursements.
Prepare the Controller’s Award-winning Popular Annual Financial Report (PAFR).
Develop the Division’s handbook for implementation of county policies, guidelines and procedures related to the assigned functions and programs.
Manage Controller’s Office contracts, including requests for proposals and contract negotiations with vendors.
Represent the department on personnel matters to the Human Resources Department.
Conduct special financial analysis and provide excellent customer service to departments and external/internal vendors/customers.
Perform related duties as assigned.
Ideal candidate — knowledge, abilities, and skills
Be proficient in government and/or public budgeting.
Have experience with the preparation of Cost Allocation Plans and Indirect Cost for Federal/State claims, SB90 Mandate Claims, and Schedule of Expenditures of Federal Awards for the Single Audit Report.
Have experience with Disaster Cost Recoveries.
Communicate effectively both orally and in writing.
Demonstrate critical thinking and problem-solving abilities.
Have experience managing and supervising professional staff.
Identify problems, determine causes, and implement solutions to prevent recurrence.
Research and analyze business or system processes and recommend improvements.
Develop and maintain a cohesive, collaborative team with strong communication and trust.
Possess advanced knowledge of Governmental Financial Accounting Standards and GAAP.
Plan, organize, manage, coordinate, and evaluate functions and staff for operations and special projects.
Analyze, interpret, implement, and explain related laws, accounting rules, and regulations.
Education and experience Education and experience as a qualifying combination: a typical qualification includes a Bachelor’s Degree in Business or Public Administration, or a related field, and three years of increasingly responsible administrative, financial, or managerial duties in a large, complex public agency, including at least one year of direct management/supervision of an accounting or auditing function related to the division.
Knowledge and skills
Advanced principles and practices of financial and cost accounting, budgeting, and reporting.
Understanding of County-wide operations, administration, and organization.
Advanced management and organizational effectiveness practices.
Principles of personnel training, supervision, and evaluation.
Familiarity with automated fiscal/financial information systems and relevant terminology.
Knowledge of Federal, State, and local laws and regulations related to public financial operations.
