IT Procurement Attorney

Minnesota IT Services is seeking an IT Procurement Attorney to provide legal expertise and transactional support for all aspects of IT contracting. This role involves drafting, reviewing, and negotiating contracts and agreements, including RFPs, software and hardware licenses, Master Contracts, Work Orders, Statement of Work, Interagency Agreements, Leases, and other procurement-related documents. The ideal candidate will have a strong knowledge of public sector procurement law and MNIT policies, along with the ability to analyze financial proposals, negotiate effectively, and solve complex legal and business issues. This position provides privileged legal advice, protects confidential communications, and works closely with internal and partner agency stakeholders to support MNITs mission. This position requires an employee to be onsite at 600 North Robert Street, Saint Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements. Minimum Qualifications

Juris Doctor (JD) from an American Bar Association accredited law school and licensed to practice law in the State of Minnesota. Four (4) years experience in government contracts or procurement, including interpreting statutes and regulations. Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties. Customer service skills that include active listening, empathy, and problem-solving. Preferred Qualifications

Experience managing IT and technology contracts, including software/hardware licensing. Experience drafting, negotiating, and executing Professional/Technical service contracts. Familiarity with Minnesota Procurement Systems (SWIFT, CPRS, Jaggaer). Experience with data privacy law and regulations, including the Minnesota Government Data Practices Act. Strong legal research, analysis, and writing skills. Ability to exercise independent judgment and manage priorities. Skilled at building and maintaining client and stakeholder relationships in complex environments.
