Pay range between $55,658.40 to $79,329.60 annually depending on experience.

GENERAL PURPOSE Under general supervision, ensure the streamlined operation of the IT Department with the business objectives of the organization; provide technical support for network software and hardware. Manage and administer the operation of company networks and systems accessed by company and its affiliates. Work closely with decision makers in other departments to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the organization. Establish and implement the IT policies, standard operating procedures, and best practices. Position involves on-call status, adhering to strict deadlines, and responding to other department's inquiries and complaints.

SUPERVISION General supervision is provided by the General Manager.

REPRESENTATIVE DUTIES The following is a summary of essential functions and duties required for the position of Information Technology Manager. Utilize a high degree of professional and technical knowledge and experience to manage the district's multiple laptop and desktop computers and networked personal computer client server systems and to provide a variety of services to company operations and staff. Plan, design, coordinate and administer computer related activities and subsystems including all workstations, resolving network operational issues, maintaining computer and network hardware, software and the network. Provide information, directions and/or recommendations regarding computer equipment and software. Plan and coordinate installation and upgrading of hardware and software. Plan, upkeep and maintain the security of the network as well as the overall security for the organization. Analyze the computer and information needs of the organization to determine short- and long-range equipment requirements. Performs routine operation and maintenance of computers and peripherals to include processors, disk drives and printers as well as security equipment. Performs system maintenance including backup and recovery, test/disk reformatting and archiving of data. Provide Local Area Network (LAN) Help Desk support to include managing user accounts and basic troubleshooting and testing of LAN hardware and software products. Maintains system logs and schedules data processing requests. Develops and maintains the department's annual budget in accordance with federal, state and local policies/procedures. Consults with users, management and vendors to assess computing needs and systems requirements. Diagnoses problems, purchases replacement parts and replace defective parts. Maintains records and reports on network problems for maintenance review and planning future upgrades. Keeps abreast of technological trends and new product developments. Establishes plans for preventive maintenance and use of equipment. Maintenance of asset inventory records. Administers contracts for service maintenance and access to data communications external to the company network. Assist the General Manager to develop Request for Proposals (RFPs) for all equipment and services utilized for the company system. Must be able to establish and maintain effective working relationships with fellow managers, employees, officials, and the public. Supervise department staff, provide technical and training support, coordinate duties such as help desk support and troubleshooting. Oversee the performance of a variety of activities and operations associated with Geographical Information Systems (GIS) and database development and maintenance; perform related work as required and maintain GIS related contracts. Perform any other duties as required. Perform duties of immediate supervisor or coworkers as necessary to ensure continuity of operations during absences. Maintains safe work practices according to District's rules and policies. Performs any other duties as assigned by the General Manager.

QUALIFICATIONS The following generally describes the knowledge and qualifications required to perform the essential functions and duties of the position of Information Technology Manager. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain knowledge and abilities would be: Education: Bachelor's degree in computer technology, Management Information Systems and/or related field. A minimum of four (4) years of related experience might be substituted for two (2) years of an associate degree in related fields. Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Experience: Four (4) years' experience in computer networks, hardware, and software and data communication to include the latest Microsoft Windows server. Two (2) years in management or supervisory capacity. Keyboard and Personal Computer knowledge is required. License or Certificate: Texas Class "C" Driver's License and must have an acceptable driving record. Knowledge, Skills and Abilities: Must have general knowledge of personal computers, testing devices, servers, hand tools, and two-way communication devices. Skills in the excellent verbal communication and interpersonal skills necessary when interacting with both internal and external customers, which must be always conducted with courtesy and respect. Experienced in troubleshooting and resolving technical problems. Ability to plan, design, implement, and maintain company computer system. Ability to work independently in a deadline-oriented environment. Ability to express oneself clearly and concisely both orally and in writing. The ability to establish and maintain effective working relationships with supervisors, coworkers, officials and the public to regularly resolve ordinary issues or occasionally those of a sensitive or controversial nature.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT The conditions herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. This role routinely involves standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. However, other indoor and outdoor environments may be required due to the nature of the district's business and various work locations. Travel from site to site will be required. May be exposed to noise, dust, and inclement weather conditions. Occasional exposure to irate individuals. Ability to participate in a 24 x 7 on-call rotation to provide off-hour & weekend support in the event of an emergency. Physical: This would require the ability to lift files, open filing cabinets and bend or stand as necessary; to operate office equipment requiring repetitive hand movement and fine coordination including use of computer keyboard; ability to operate a vehicle to travel to various locations; and to verbally communicate to exchange information. May sit or stand for extended periods. Occasional balancing, bending, stooping, crouching, kneeling, squatting, pushing/pulling, lifting, carrying, and reaching from all levels; carrying up to 25 pounds occasionally.
