The 150 Civil Engineering Flight (150 CEF) provides maintenance and construction support for the NM Air National Guard. The 150 CEF is customer-based organization supporting all units with small to large scale requirements related to federal real property. The 150 CEF provides all HVAC, electrical, structural, janitorial, grounds, environmental and construction to support the ongoing Intel Squadron, RED HORSE squadron, 150 Mission Support Group, 150 Medical Training Group and HC-130J flying missions.

Why does the job exist?

This position will be the subject matter expert in Real Property management for Kirtland ANG Installations and Environment. The incumbent is responsible for coordinating with stakeholders to collect, review, and analyze information to ensure that the management of Real Property Inventory is appropriately accounted for, including any amendments, additions and deletions to the Real Property Inventory either through new construction, alterations, inspections, or disposals. This position is responsible for the management of multiple databases while communicating with interoffice personnel as well as representatives of the National Guard Bureau.

How does it get done?

Responsible for the management of multiple databases. The following databases that will be used: NexGen database responsibilities include conducting acquisitions, modifications, management, and disposal of real property records. The Installation Development Plan (IDP) is used as a baseline to perform planning functions such as future stationing, military construction projects (MILCON) and documentation of supporting force structure. Real Property Planning and Analysis is conducted utilizing BUILDER databases to calculate the efficiency of facilities. NexGen and iEMS is an information management system and consolidated repository of Army real property and other information. Ensure coordination within the agency of any amendments, additions, deletions to the Real Property Inventory either through new construction, alterations, inspections, or disposals. The RPAO will collect, review, analyze, and report information to the United States Property & Fiscal Office, the Department of Military Affairs, the Construction & Facilities Management Office, and the National Guard Environment Department. The RPAO will calculate facility costs in the event that there are facilities found on premises, based on National Guard Bureau (NGB) regulations. Data gathered for the RPI will be synchronized with the National Guard Bureau (NGB) requirements and ANGI 32-9005. Perform all Installation Status Report - Reporting requirements for the Planning and Programming section of the BCE on a quarterly and annual basis as requested by the United States Property & Fiscal Officer and National Guard Bureau.

Ideal Candidate

Self-starter and hard worker must be able learn and operate in government databases. Must be able to hold and maintain government clearance and pass background investigation. Advanced skills in Microsoft office.

Minimum Qualification

Associate Degree in Business Administration, Public Administration, or Accounting and one (1) year of directly related job experience in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling three (3) years may substitute for the required education and experience.

Employment Requirements

Employment is subject to background check and is conditional pending results. Must possess and maintain a valid Driver's License with no limitations or restrictions. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminals and extensive computer and telephone usage, with extensive periods of sitting and must be able to lift 25 lbs. or more. Requires extensive walking around installation and facilities gathering data. Must be able to utilize and operate a copy machine, computer, and scanner.
