FIRST Nuclear Security Program Advisor

Overview GDIT is seeking a Program Advisor to oversee international security assistance programming addressing nuclear security, proliferation, nuclear safety, and sovereignty challenges posed by aggressive civil nuclear reactor exports. This position is on-site with CTR (Department of State) to support the FIRST program – a multi-agency U.S. Government initiative leveraging public-private partnerships and nuclear industry innovation to help partner countries establish safe, secure, and nonproliferation-aligned civil nuclear programs.

The Program Advisor will develop, manage, and coordinate programming, provide programmatic, financial, and technical oversight, and contribute to strategic objectives and programming within CTR. The position requires coordination with the Department of State and other U.S. Government departments and agencies as needed. This position is contingent on funding. Responsibilities
Develop and implement country-specific, time-sensitive, and complex projects and strategies in partnership with host government officials and interagency coordination. Manage complex relationships with interagency partners (e.g., Department of Energy, National Nuclear Security Administration, Nuclear Regulatory Commission, Commerce Department, Department of Defense, and State Department partners) to advance CTR’s goals and coordinate whole-of-U.S.-nuclear-sector efforts. Review threat reduction project proposals and make funding recommendations based on geography and subject matter expertise. Support CTR’s budget planning, including preparation of grants, cooperative agreements, and Interagency Agreement documents; perform financial monitoring, reconciliation, and close-out. Conduct research and analysis to support tailored programs advancing national security priorities. Develop and maintain relationships with key stakeholders; represent CTR in technical and policy discussions and working groups. Collaborate across the State Department and with U.S. interagency partners to align CTR programs with nonproliferation priorities and related activities. Brief high-level officials in the Department of State, interagency, foreign governments, and senior nuclear industry executives on CTR activities and policy perspectives. Represent CTR in domestic and international meetings as required. Perform other activities as assigned by ISN/CTR Office leadership. Qualifications
Demonstrated experience on USG international nonproliferation, nuclear energy, scientific, or other WMD nonproliferation programs; design, development, implementation, and facilitation of exercises and workshops. Familiarity with civil nuclear reactor technology, ideally including small modular reactors, threat reduction programming, proliferation risks, and programming for foreign partners. Strong writing, analysis, research, strategy development, interagency coordination, and international program implementation skills with cultural sensitivity. Diplomacy, communication, teamwork, stakeholder coordination, and project management abilities. International travel required; foreign language skills are a plus. Ability to obtain and maintain a U.S. Government security clearance. Analyst Level: Bachelor’s degree with 4+ years’ relevant experience; Master’s degree with 3+ years’ relevant experience; PhD with related experience preferred. Senior Analyst Level: Bachelor’s degree with 6+ years’ relevant experience; Master’s degree with 4+ years’ relevant experience; PhD with 1+ years’ relevant experience; international affairs, national security, foreign policy, or technical background preferred.
