Posting expires: September 19, 2025 Salary: $51,035.56 - $68,132.47 General Description and Classification Standards: The incumbent is responsible for designing, developing, debugging, and supporting software programs and databases used by various City departments, including finance, human resources, and environmental services. A key area of responsibility includes administration and support of the Flowlink Pro and Flowlink Cipher systems used in the Flow Monitoring Program. This role requires foundational programming knowledge acquired through a relevant degree program and emphasizes professional-level assignments related to data analysis, system automation, and regulatory compliance support. This is an entry-level position within the Programming Analyst job family. Supervision Received: Works under general supervision. Assignments are guided by departmental standards and regulatory requirements. Completed work is reviewed by a more experienced professional or manager for technical accuracy and adherence to project objectives. Guidance is provided for new or complex tasks, particularly in areas related to Flowlink Pro and Cipher system functions. Essential Duties and Responsibilities: These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. Analyzes existing programs or formulaic logic for new systems, devises logic procedures, prepares flow-charting, performs coding and tests/debugs programs. Administers and maintains Flowlink Pro and Flowlink Cipher databases to ensure system reliability, data integrity, and continuity of monitoring operations. Assists in the migration and conversion of historical data from Flowlink Pro to Flowlink Cipher, including testing and validation. Analyzes system logic, prepares flowcharts, writes and debugs code for automated processes and data integration tasks. Develop and execute implementation and conversion plans for new or upgraded monitoring systems. Prepares and maintains technical and system documentation related to Flowlink platforms and data workflows. Generates, reviews, and edits automated and manual reports for inter-jurisdictional billing and regulatory submissions. Troubleshoots Flowlink data issues, connectivity problems, and logging inconsistencies. Recommend improvements to development, maintenance, and system standards and may assist in user training. Follows established procedures and detailed instructions to complete assignments. Exercises judgment in troubleshooting and resolving technical issues, escalating complex matters as needed. May perform other duties as assigned. Working familiarity with Flowlink Pro and Flowlink Cipher platforms, including site setup, data import/export, and system navigation. Strong analytical skills for identifying data issues and troubleshooting system problems. Ability to prepare technical documentation and clearly communicate system processes. Competency in using scripts or automation tools for basic data handling and reporting. Good interpersonal skills to collaborate with team members, field personnel, and vendors. Willingness to learn and adapt to evolving systems and tools in a technical environment Skills with moderate level of proficiency; collaborate with senior peers or manager on non-complex projects for learning. Minimum Qualifications: Education and Experience - Bachelor's degree in information systems, computer science, or a related area (equivalent professional experience may be considered for substitution for the required degree on an exception basis). No specific work experience (entry level). Licensures and Certifications - None Preferred Requirements - Bachelor's degree as above plus one (1) to two (2) years of experience.
