Program Manager
This position is located in Field Operations Directorate, Chief of Staff. As a program manager, you will work directly to oversee and implement financial operations, human resources, and operations support for the Field Operations Directorate. Responsibilities include overseeing the planning, programming, budgeting, execution strategy, production, annual goals, and alignment of resources for domestic immigration field offices throughout the nation. You will review financial data, establish corollary analysis between production reporting, statistical analysis, and resource forecasting. Oversee directorate budget including reimbursable agreements, acquisition, funding travel card use, revenue collection, fee and refund procedures, general spending, staff payroll, financial systems, and reporting. Oversee human resources management across 89 domestic field offices including staffing, staff management systems, recruitment, workers compensation, and reporting. Provide resource advice and advocacy, negotiate with executive leadership for efficient and effective management of the immigration mission across domestic field offices. Provide risk management assessments and mitigation strategies to ensure reliable internal controls across the Directorate. Lead enterprise development and transition of Directorate financial and staff management systems, operational configuration, priorities to meet reporting, analysis, and resource flexibility to meet immigration operations. Collaborate with leadership on the development and implementation of continuous data quality management and improvement process. Communicate complex technical and analytical information into both business and technical executives across Regions, Districts, and Field Offices. You must have experience performing the following duties: managing large budgets to meet operational requirements, leading analytical resource studies and projects of production data resulting in the development and publication of comprehensive reports and dashboards. Leading a resource integrity initiative by managing the assessment of financial applications, budget data, staffing queries and operational reporting capabilities. Leading senior leadership resource managers across the nation, facilitate discussions, holding meetings, and responding to inquiries and concerns across an organizational entity. Serving as a primary liaison for budget financial management and internal controls with the agency office of the chief financial officer. Serving as a primary liaison for human resources with the agency office of the human capitol officer.
