Description BRANCH: TUOLUMNE CITY
20 HOURS PER WEEK
SCHEDULE: Tuesday - Thursday 2:00 p.m. - 6:00 p.m. and Saturday 10:00 a.m. - 2:00 p.m.
Under supervision, directs, oversees, and participates in the day-to-day activities and operations of a major function or branch of the library in a lead capacity; provides lead direction to other Library Assistants, clerical staff, and volunteers, and to perform related work as assigned.
SUPERVISION RECEIVED AND EXERCISED Receives general supervision from the Library Director or Librarian I/II. Exercises technical or functional direction over clerical staff and volunteers.
CLASS CHARACTERISTICS This is the advanced journey-level class in the library assistant series. Incumbents are responsible for the full operation of a full service branch, branches, or bookmobile in the absence of the Supervising Librarian or other designated professional Librarians. Performs basic reference and readers' advisory service, assists with collection development, and designs and implements library programs. Provides complex staff support, responds to patron issues, and oversees important branch operational activities functions, including cash reconciliations, opening and closing procedures, staff scheduling, collection of fines and fees, statistical reporting, and training of staff and volunteers. Provides technical or functional direction to other employees and supervises volunteers. Examples of Duties

Coordinates, directs, and administers daily activities and operations of an assigned branch library, library function, or bookmobile. Trains employees and volunteers in work principles, practices, methods, policies, procedures, and applicable Federal, State, and local laws, rules, and regulations. Assists in the implementation of goals, objectives, policies, procedures, and work standards including recommending improvements; assists in the planning and implementation of library programs and services related to branch or function operations. Participates in staff and volunteer selection and hiring. Establishes daily work schedules for branch employees and oversees daily operation of the library branch or function; may establish and maintain bookmobile routes and schedules. Participates in the work of the Library Assistant II classification, including circulation, reference, interlibrary loan, children's programs, basic cataloging, or other activities. Maintains specialized patron records and loan accounts and related records in the library automation system and produces reports; maintains specialized reference files including electronic reference "bookmarks". Assists with the development of library collections, including ordering, purchasing, distribution and use of books and other materials in area(s) of specialization; reviews and recommends the acquisition of new materials for the Library's collection; identifies materials to be removed from the collection. Withdraws and discards materials from the library collection according to established departmental policy. Participates in community events and outreach activities. Refers complex reference questions to professional librarians at the main library facility. Collects and accounts for all monies collected. Assists in the development of a variety of library-related literature-based and educational programs and activities. Coordinates and monitors the maintenance needs of the branch, function, or bookmobile; arranges for major maintenance needs as required in the absence of the Library Operations Supervisor. Orders needed supplies and equipment for branch or bookmobile and function operations. Maintains the daily security of assigned branch facility. Prepares a variety of reports and correspondence related to function operations. Participates in meetings, committees, or projects intended to enhance services or promote consistent policies and procedures across the department. Participates in professional meetings, workshops, and conferences and continuing education programs as appropriate. Exercises functional and technical supervision over assigned library clerical, part-time, and volunteer personnel. Assists in ensuring the proper maintenance and use of Library equipment. Performs other related duties as assigned.
When assigned to bookmobile: (In addition to the above)
Drives bookmobile on a scheduled route, collecting and delivering library materials and supplies. Performs daily routine maintenance checks on vehicle including oil, tires, and vehicle equipment; fills vehicle with fuel and maintains clean condition; takes vehicle to a service shop for regular servicing; keeps record of maintenance checks; notifies supervisor if any issues are identified during the vehicle inspection. Loads and unloads books and materials from bookmobile; sorts, shelves, moves, and maintains books and materials in order. Minimum Qualifications

Equivalent to completion of twelfth (12th) grade and completion of two (2) years of college level coursework, including completion of basic computer courses in relation to library work or child development and children's literature and two (2) years of experience at a level equivalent to the County's Library Assistant II.

PAY AND/OR SHIFT DIFFERENTIAL
A Road Worker shall receive a twenty-five ($0.25) cent per hour pay differential for each hour assigned to perform as a heavy equipment operator, when that assignment exceeds five (5) hours in any given standard tour of duty.* Employees who work four (4) hours or more in a shift beginning between 8:00 pm and 4:00 am receive a shift differential of $8.00 per shift. *Upon successful completion of 160-hour training program. Social Workers, Social Service Supervisor I/II, Program Managers, and Deputy Directors receive a five (5%) percent salary differential. HCU employees who work between 6:00 pm and 7:00 am receive a shift differential of $3.00 per hour. The shift must start at 2:00 pm or later and applies to hours actually worked between 6:00 pm and 7:00 am. An IT Technician required to return to work or return to work on a day not regularly scheduled and work four (4) hours or more in a shift receive shift differential at the following rates:
3:00 pm to 11:00 pm shift - $6.50 per shift 11:00 pm to 7:00 am shift - $9.00 per shift
OE3 employees who work four (4) hours or more in a shift receive shift differential at the following rates:

ON-CALL PAY
Assigned personnel shall receive on-call pay of sixdollars and fifteen cents ($6.15) per hour for each hour served on on-call duty. Assigned personnel become ineligible for on-call pay once activated to call back status.
Assigned Animal Control Officers receive on-call pay of two dollars and seventy-five cents ($2.75) per hour from the time they are released from active duty but not before the regular conclusion of shift, until they are back on active duty or the Animal Control workday starts. For each call back, the Animal Control Officers receive overtime pay from the time they leave their home until the time they return to their home or commence their workday.
CALL BACK PAY
Call-back compensation shall be paid for one and one-half (1½) hours at straight-time rates for each call-back occurrence and is in lieu of any travel time and expense to and from home and the first or last work contact point.
UNIFORM ALLOWANCE
Animal Control Officers receive an annual uniform allowance of five hundred dollars ($500.00). Fifty percent (50%) of the allowance is payable during the period of July through December and fifty percent (50%) is payable January through June of each fiscal year.
Fire Prevention Inspectors receive an annual uniform allowance of seven hundred dollars ($700.00). Fifty percent (50%) of the allowance is payable during the period of July through December and fifty percent (50%) is payable January through June of each fiscal year.
An annual uniform allowance of one hundred fifty dollars ($150) each fiscal year paid twice a year in January and July will be provided for the purchase of boots, coats, shirts, hats, uniforms, gloves, gators (snake proof), overalls or coveralls. Items of clothing will reflect the County logo or wording identifying the employee as a County employee. This section applies only to the following classifications: Appraiser, Building Inspector, Environmental Health Specialist, Planner, Solid Waste Technician, Solid Waste Specialist, Junior/Assistant/Associate Engineers, Engineering Technicians, Land Surveyors, Code Compliance Investigators and Agriculture & Air Pollution Inspector.
A uniform allowance of four hundred dollars ($400) per fiscal year paid twice a year July and January each fiscal year will be provided for the purchase of prescription safety glasses, safety boots, a safety coat, shirts with a County seal replica, trousers, hats and gloves.
Employees in the Road Operations Division, Skilled Trades and Maintenance Division who require corrective lenses for the normal execution of their job duties receive reimbursement towards safety glasses every two years.
