The Construction Estimator for Heavy Construction is responsible for preparing accurate cost estimates and bid proposals for large-scale civil and infrastructure projects. This role involves detailed analysis of plans and specifications, subcontractor and supplier coordination, quantity takeoffs, and cost assessments to support competitive bidding and budget development.

This position is safety sensitive.

Position Summary:

Analyze drawings, specifications, and other documentation to prepare comprehensive cost estimates for heavy construction projects (e.g., highways, bridges, utilities, earthwork, site development).

Conduct detailed quantity takeoffs and determine project costs for labor, equipment, materials, and subcontractors. Solicit and evaluate subcontractor and vendor quotes; ensure scope compliance and competitiveness. Collaborate with project managers, engineers, and field staff to understand project requirements and means/methods of construction. Develop cost breakdowns, work scopes, and bid proposals for public and private sector clients. Attend pre-bid meetings, site visits, and post-bid debriefings as required. Maintain up-to-date unit cost databases, historical cost records, and pricing trends. Identify risks, opportunities, and constructability issues to optimize bid competitiveness. Prepare budgets for negotiated work and support value engineering efforts. Assist in the development of bid schedules and preliminary construction phasing plans

Required Skills/Abilities:

Qualifications:

5+ years of experience in estimating heavy construction projects. Strong knowledge of civil construction methods, materials, equipment, and industry standards. Proficiency in estimating software (e.g., HCSS HeavyBid, Bluebeam, On-Screen Takeoff). Excellent analytical, organizational, and communication skills. Ability to read and interpret civil plans, specifications, and geotechnical reports. Familiarity with DOT specifications, public bidding processes, and union labor cost structures (if applicable). Preferred Qualifications:

Bachelor's degree in construction management, Civil Engineering, or a related field (or equivalent field experience). Experience with design-build or CM/GC project delivery methods. Estimating experience across multiple heavy civil sectors (e.g., transportation, water/wastewater, energy). Professional certifications such as Certified Professional Estimator (CPE) or AACE credentials Knowledge, skills, and abilities

Prolonged periods sitting at a desk and working on a computer. Must occasionally lift and/or move up to 30 pounds. Primarily office-based with occasional site visits. Must be able to meet deadlines in a fast-paced environment and work extended hours during bid periods.
