is the journey-level classification within the human resources series. Incumbents in this class are responsible for a wide variety of complex professional assignments and serve as a resource to the Human Resources Staff. An incumbent within this classification works independently in the performance of assigned tasks within the human resources & risk management programs.

Participate in and coordinate the full range of human resource activities including benefit administration, recruitment and selection, onboarding and offboarding, classification and compensation, employee relations, etc. Coordinate a variety of recruitment activities including developing and implementing recruitment plans; may conduct more complex recruitments for upper management level. Conduct classification studies, make recommendations, and develop class specifications; conduct salary and benefit surveys; perform analysis and develop recommendations regarding recommended reallocations. Provide assistance in the development and implementation of modified systems, policies and procedures. Assist with department goals, objectives, policies and procedures; analyze and recommend strategies to improve effectiveness or operations. Assist in the gathering of statistical data and research in support of labor negotiations. May participate in and assist in City negotiating sessions with organized employee groups. Prepare reports, correspondence and a variety of written materials. Administer employee benefit programs including health, dental, vision, life insurance, employee assistance programs, and deferred compensation; assist with disability, unemployment insurance, retirement and leave programs. Works closely with the City's insurance brokers to ensure City has appropriate coverage at competitive prices; benefit related issues; serve as the point of contact between insurance carriers and the City. Coordinate the administration of the employee and retiree benefit programs; resolve billing issues; explain benefit programs; complete benefit forms; process insurance premiums; assist with the organization of the Benefits Committee meetings; review and provide feedback on insurance rate renewals for dental, vision, basic life and voluntary life; and coordinate annual open enrollment with the City's Insurance Broker. Assist in the employee recognition award program and other special events relating to department responsibility. Interpret personnel policies and procedures, MOU's, and Personnel Rules and Regulations; respond to requests for information and assists employees, elected officials, management, outside agencies, bargaining units and the public. Coordinate the NEOGOV software system for recruitment, onboarding, and evaluations. Participate in workers' compensation claims activities and injured workers' and return to work program, including reasonable work accommodations process. Work with City departments to arrange for modified or alternate work assignments, for employees with work related and non-work related injuries. May assist the T.P.A. and departments to process and resolve liability claims. May assist in the tracking, and monitoring of all City liability insurance policies. Assist in the review and monitoring of budget expenditures for human resources programs and risk management programs. Assist with purchasing office supplies, and equipment. Process departmental billing invoices for PO's, contract agreements, and office supplies. Maintain records on all billing statements, payment vouchers, and billing discrepancies. Maintain prompt and regular attendance. Perform other related duties as required.
Qualifications
Education:
A Bachelor's degree from an accredited college or university in public administration, business administration, human resources or closely related field. AND Experience:
Four (4) years of responsible experience in human resources, in a public agency setting preferred.
SPECIAL REQUIREMENTS:
Possession of a valid California Class "C" driver's license issued by the California State Department of Motor Vehicles.
