SPA's Veracity Forecasting Group has an immediate need for a cost analyst with 10 or more years of professional experience in Cost Estimating/Engineering or Operations Research.
Operations research analysts help optimize the management of large organizations by applying analytical methods from mathematics, science, and engineering. Their work may involve strategy, planning, forecasting, resource allocation, performance measurement, scheduling, supply chain management, pricing, transportation, and data analysis. Analysts gather information and select appropriate techniques such as simulation, linear and nonlinear programming, dynamic programming, queuing models, or the analytic hierarchy process.
Qualifications
Required Qualifications:
MS/MA in Engineering, Operations Research, Mathematics, Economics, or related technical field
CCEA Certification
10 years of experience in cost estimating, reporting, and acquisition decision support
DoD Secret clearance required, with the ability to maintain it throughout employment
Desired Qualifications:
Programming experience (Python, R, etc.)
Responsibilities
Cost Estimating responsibilities include:
Developing and maintaining cost estimates for equipment or systems, including software, support equipment, and logistics costs, supporting the Program Objective Memorandum (POM) process
Providing cost data for budgets, Life Cycle Cost Estimates (LCCE), Total Ownership Costs (TOC), procurement alternatives, Engineering Change Proposals, and program plans
Supporting the Planning, Programming, Budgeting, and Execution (PPBE) process by analyzing funding requests, developing independent cost estimates, synthesizing funding requests, and creating documentation such as Task Planning Sheets and Spend Plans
Supporting the development of Cost Analysis Requirement Documents (CARD) that integrate cost, schedule, technical, and risk requirements
Conducting Affordability / Should Cost analyses to drive efficiencies and developing engineering cost models for Should Cost initiatives
Providing Earned Value Management (EVM) data on cost, schedule, and performance
Most techniques involve constructing mathematical models to describe the system, enabling analysis of different scenarios by altering component values to predict possible outcomes.
