Job Summary: Under the general supervision of the Director of Human Resources, the incumbent of this position facilitates the administration of personnel functions within a district's Department of Human Resources by performing various specialized administrative and clerical functions related to both the classified/unclassified and certified/non-certified personnel of a school district. The incumbent of this position has extensive contact with district division directors, supervisors, employees, other school districts and the general public. This position requires the exercise of independent judgment in the performance of personnel and/or civil service administration procedures.
Minimum Qualifications
:
High School Diploma 3 years clerical or secretarial experience in a Human Resources Department Reachable on the Westchester Civil Service list for Personnel Assistant Prefer experience in a School District
Primary Activities
Administer personnel procedures in accordance with employee agreements including new hires, transfers, assignments, and return from leave. Performs the canvassing of Civil Service lists and prepares paperwork required for appointment Advises program supervisors of Civil Service Rules as they relate to the hiring, promoting and terminating of personnel and works to ensure compliance with same Prepares reports of personnel changes to be submitted to the County Department of Human Resources Writes classified ads for positions Performs personnel and clerical duties related to benefits administration Oversee the AESOP attendance system. Collects and analyzes data collected from other school districts or sources for negotiations purposes Provide statistical information as requested by the Director of Human Resources for State Reporting and contract negotiations. Coordinates special projects such as open enrollment, employee recognition programs, etc. Coordinate the planning and implementation activities of the personnel services component of automated data management systems (i.e. nVision, AESOP) Provide information and assistance in person or on the telephone to District personnel, staff and the public regarding a variety of personnel matters such as position vacancies, personnel regulations, benefits, policies and procedures. Responds independently to all communications from non-certified potential candidates and maintains related files Compiles data from a variety of sources for the purpose of complying with mandated requirements Prepare, update, maintain and process a variety of forms, reports, bulletins, records, schedules, lists, and files according to established policies, procedures, regulations; verify and post information as necessary to assure completeness and accuracy. Conducts orientation for new employees Compose letters, memorandums, lists and other materials according to established procedures. Coordinate with payroll deductions for benefits and docked days Order and maintain office supply inventories and other materials. Acts as liaison with employment agencies to fill salaried and temporary positions Perform other duties as assigned.
Physical Demands While performing the duties of this job, the employee:
Is regularly required to speak, see and hear. is regularly required to stand (10%), walk (10%), and sit (80%). Is regularly required to reach above the head and reach forward. Is regularly required to use hands and fingers to operate office equipment. Occasionally required to lift and/or push up to 25 pounds.
Work Environment
The noise level in the work environment is typical for a school environment. The personnel assistant continuously interacts with the public and other staff and frequently meets multiple demands from several people. Work generally performed indoors. Annual Salary Range : $65,000 - $80,000
